Review of Meeting Notes — November 23, 2010 <br /> ""Planning is easy compared to implementation"—Organizing Team Member <br /> a. The Parks and Recreation Master Plan Update is completed <br /> o the Roseville community has identified the current state of facilities, parks and programs <br /> including the immediate future needs for parks & recreation and long-range future <br /> developments. <br /> b. The Implementation phase of the Master Plan process will involve; <br /> • the refinement of the project lists <br /> • the costs to the community to act on phase one <br /> • the prioritization of the community needs and how they might be phased in over a 25 year <br /> period <br /> c. Goal -- Implement the Parks &recreation Master Plan in the shortest amount of time based on the <br /> community's ability to pay for it. <br /> 2. Meeting discussion included; <br /> a. Need to identify an Organizing Team/Implementation Mission <br /> • Identify implementation process/priorities <br /> 1. Initiate Constellation Implementation —estimated cost $29M <br /> 2. Establish a system to maintain the resources and service we have <br /> • Create Awareness <br /> • Establish a funding system <br /> 1. What will the community support? <br /> b. Potential hierarchy of implementation phases <br /> • Maintenance needs only <br /> • Preparing for the future <br /> • Community Center <br /> c. Communication Needs <br /> • Participation by all community organizations to help engage, educate and connect the <br /> community in regards to Parks &Recreation needs <br /> 1. Need to access organization distribution lists as a communications tool <br /> • Is there a place for non-Roseville residents in the implementation process? <br /> • Establishing a communications system among the constellations <br /> 1. Constellation Captains? <br /> 2. Constellation Connections <br /> 3. Begin to educate community as to which constellation they live in and help people <br /> connect with their constellation <br /> • Tap into local faith community as a communications source <br /> • Access high school sports events to promote and educate community <br />
