VINES PRESIDENT LEISURE VISION <br /> VICE-PRESIDENT ETC INSTITUTE <br /> 1999-PRESENT <br /> Education <br /> Al s, Leisure Services Administration, University of Illinois, 1975 <br /> B.S., History, University of Illinois, 1973 <br /> For more than 30 years, Mr. Vine has strategically involved citizens and clients into decision <br /> making processes that affect their lives, with these efforts resulting in over $2.5 billion of voter <br /> approved initiatives for a wide range of parks and recreation initiatives. <br /> Mr. Vine has worked on over 600 public opinion surveys and strategic planning and consulting <br /> assignments for a wide variety of open space, parks, trails and recreation master plans, strategic <br /> plans and feasibility studies for community centers, family aquatic centers, zoo's, ice-rinks, <br /> trails, etc. He has extensive highly successful experience assisting communities with projects <br /> leading to sales tax and other tax referendums. Mr. Vine has directed survey efforts in 46 states <br /> across the United States, with public sector clients of various sizes ranging up to over 4 million <br /> populations. <br /> Ron has served as a facilitator for over 500 stakeholder interviews, focus groups, public forums <br /> and consensus building workshops. Ron is skilled in both the use of quantitative phone and mail <br /> survey research efforts and qualitative research and has managed on-site survey research efforts. <br /> Ron is considered one of the nation's leading experts in the use of benchmarking research to <br /> assist communities in understanding the results of their citizen survey data, developing realistic <br /> performance measurements, and short and long range strategic decision-making and in the <br /> development of strategic planning initiatives to successfully pass voter initiatives. <br /> Prior to starting work as a private consultant in 1989, Mr. Vine worked for 15 years in a series of <br /> high level governmental administrative positions, including serving as the Chief Administrative <br /> Officer for the City of Topeka, Kansas where he managed a work force of over 1,200 municipal <br /> employees as well as an operations and capital budget in excess of$200 million. In this position, <br /> he was one of the first municipal officials in the country to embrace the development of <br /> public/private and non-profit partnerships, and the establishment of creative funding strategies <br /> such as public foundations as a tool for addressing community needs.
