Attachment <br />EXTRACT OF MINUTES OF MEETING <br />OF THE <br />CITY COUNCIL OF THE CITY OF ROSEVILLE <br />Pursuant to due call and notice thereof, a regular meeting of the City Council of the City <br />of Roseville, County of Ramsey, Minnesota was duly held on the 23rd day of February <br />2009, at 6:00 p.m. <br />The ,following members were present: Johnson, Ihlan, Roe, Pust and Klausing <br />and the following were absent: none. <br />Mayor Klausing introduced the following resolution and moved its adoption: <br />RESOLUTION No. 10691 <br />AUTHORIZING <br />EXAMINATION OF COOPERATION AND <br />SHARED SERVICES WITH OTHERS <br />WHEREAS, In 2008, the Minnesota Legislature imposed a three year tax levy limit on <br />local governments; and <br />WHEREAS, Current economic conditions have caused a significant state budget <br />deficit; and <br />WHEREAS, The Governor has unallotted local government aid to cities and counties; <br />and <br />WHEREAS, In his proposed 2010 -2011 biennial budget, the Governor has eliminated <br />future Market Value Homestead Credit aid to Roseville; and <br />WHEREAS, The current economic challenges facing residents and local governments <br />requires creativity and resourcefulness to continue to provide a high level of government <br />services; and <br />WHEREAS, The City of Roseville provides cost effective and efficient governmental <br />services to its residents and businesses; and <br />WHEREAS, The current economic pressures make continuing providing the high level <br />of service an economic challenge; and <br />
