k" <br />REQUEST FOR COUNCIL ACTION <br />Date: 06/20/11 <br />Item No.: 7.c <br />City Manager Approval <br />Item Description: Consider Approving a new Information Technology Joint Powers Agreement <br />with the City of Maplewood <br />2 Minnesota State Statute 471.59 authorizes political subdivisions of the State to enter into joint powers <br />3 agreements (.TINA) for the joint exercise of powers that are common to each. Since 2003 the cities of <br />4, Roseville and Maplewood have enjoyed an information technology sharing partnership; primarily in the <br />5 areas of network support and monitoring. Over the past several months, the Cities of Maplewood and the <br />6 Roseville have held on-going discussions regarding the expansion of the current ,TPA. <br />8 The current Agreement is focused on Roseville's provision of services to Maplewood. However, the <br />9 revised Agreement allows for greater sharing of IT skill sets from Roseville to Maplewood and vice-versa. <br />110 Each City would capitalize on the strengths of another — while keeping current staffing levels the same. <br />11 Services would be provided on as-needed basis using task orders generated by each City's IT Manager, <br />12 with costs being billed accordingly. <br />13 <br />14, One of the initial projects would be the extension of Roseville's IP Telephony system to Maplewood. This <br />15 is similar to other phone-sharing arrangements, except Maplewood has expertise on Staff to help manage <br />116 their portion of the system. In all other arrangements, Roseville also extended its Staff for this purpose. <br />1 ��7 <br />The City of Roseville currently employs eight full-time employees and one part-time employee to <br />administer the information systems for the City of Roseville and twenty five (25) other municipal and <br />governmental agencies. <br />The attached .TINA is expected to be approved by the City of Maplewood in the next couple of weeks. <br />POLICY OBJECTIVE <br />Joint cooperative ventures are consistent with past practices as well as the goals and strategies outlined in <br />the Imagine Roseville 2025 process. <br />Page I of 2 <br />
