k" <br />REQUEST FOR COUNCIL ACTION <br />Date: 06/20/11 <br />Item No.: 7. d <br />City Manager Approval <br />Item Description: Consider Approving a Joint Powers Agreement with TIES <br />11 BACKGROUND <br />2 Minnesota State Statute 471.59 authorizes political subdivisions of the State to enter into joint powers <br />3 agreements ,TPA) for the joint exercise of powers that are common to each. Over the past several months, <br />4, TIES (formerly known as Technology Information Educational Services) and the City of Roseville have <br />5 held on-going discussions regarding access to the City-owned fiber network. TIES is an education <br />6 technology collaborative that is owned by 46 Minnesota school districts. Specifically, TIES is interested in <br />"7 utilizing the City's network to connect to the Harambee School in Maplewood. <br />9 The City of Roseville currently employs eight full-time employees and one part-time employee to <br />110 administer the information systems for the City of Roseville and twenty five (25) other municipal and <br />11 governmental agencies. The proposed .TPA with TIES is similar to the other Agreements in both structure <br />12 and substance, although this particular .TPA pertains only to the use of the City-owned fiber network. <br />13 <br />14, The attached JP is expected to be approved by TIES within the next week and is awaiting approval from <br />15 the Roseville City Council. <br />116 POLICY OBJECTIVE <br />1 7 Joint cooperative ventures are consistent with past practices as well as the goals and strategies outlined in <br />11 111",,'11 the Imagine Roseville 2025 process. <br />119 FINANCIAL IMPACTS <br />2o The proposed .TPA provides non-tax revenues to support City operations. The lease amount charged to <br />2 i TIES is sufficient to cover all City costs. <br />23 There is no budget impact. The presence of the .TPA along with existing revenue sources is sufficient to <br />24, fund the City's added personnel and related information systems costs related to the contracted services. <br />25 STAFF RECOMMENDATION <br />26 Staff recommends the Council approve the attached ,TPA. <br />27 <br />Page I of 2 <br />
