Is licensed by the Minnesota Gambling Control Board. <br />B. Is a tax exempt organization pursuant to 5 0 1 (c) of the Internal Revenue Code or has a 5 0 1 (c) <br />application pending with the Internal Revenue Service. <br />C. Maintains an address within the City. <br />D. Has been in existence at least three consecutive years prior to the date it begins its gambling <br />operations. <br />E.
