Rf- <br />REQUEST FOR COUNCIL ACTION <br />Date.- 7/11/11 <br />Item No..- 7. g <br />Department Approval City Manager Approval <br />Ak a <br />A yka-,o <br />Item Description.- Consider Approving a Supplemental Joint Powers Agreement with the City of <br />Forest Lake <br />BACKGROUND <br />2 Minnesota State Statute .59 authorizes political subdivisions of the State to enter into joint powers <br />3 agreements (.IPA) for the joint exercise of powers that are common to each. Over the past several months, <br />4 the City of Forest Lake and the City of Roseville have held on-going discussions in regards to the sharing <br />of the City's IP Telephony System. The Cities of Roseville and Forest Lake have an existing agreement to <br />6 share information technology services. <br />"7 <br />8 The City of Roseville currently employs eight full-time employees and one part-time employee to <br />9 administer the information systems for the City of Roseville and 24 other municipal and governmental <br />'10 agencies. The proposed .IPA with the City of Forest Lake is similar to the other Agreements in both <br />structure and substance. <br />12 <br />13 The attached JPA has been approved by the City of Forest Lake and is awaiting approval from the Roseville <br />14 City Council. <br />1 POLICY OBJECTIVE <br />1 Joint cooperative ventures are consistent with past practices as well as the goals and strategies outlined in <br />1 7 the Imagine Roseville 2025 process. <br />1(", FINANCIAL IMPACTS <br />'19 The proposed .IPA provides non-tax revenues to support City operations. The hourly rates charged to other <br />20 cities are approximately twice the total cost of the City employee; yet substantially lower than could be <br />21 obtained from private companies — hence the value to other cities is greater. <br />22 <br />23 There is no budget impact. The presence of the JPA along with existing revenue sources is sufficient to <br />24 fund the City's added personnel and related telephone systems costs. <br />25 STAFF RECOMMENDATION <br />2�, Staff recommends the Council approve the attached .IPA. <br />27 <br />0,1� <br />
