2 the City's responsibility. The sidewalk will be constructed within the Walnut Street <br />6'3 right-of-way. <br />&4 b. Sanitary Sewer Construction.* Since the parcel will be divided in to 3 lots, and the <br />65 existing sanitary sewer main is located at Terminal road on the north plat boundary, it <br />66 is necessary to construct a new sanitary sewer main to serve the new lots. The <br />6 7' Developer will construct a public sanitary sewer main extension from the north <br />68 boundary to the south lot of the plat to serve the lots within the plat. To avoid tearing <br />69 up the street, this line will be located on a public easement along the east boundary of <br />7'0 the plat. The sewer main will be owned and maintained by the City of Roseville. <br />7'1 The private services to the lots within the plat will be the responsibility of the <br />7'2 individual property owners. <br />7`3 c. Storm Sewer Inspection and Repair.- The Developer has requested that the City take <br />74 over ownership of a portion of the private storm sewer that exists on the site. The <br />7'5 City shall accept ownership provided that the following items are completed to the <br />7'6 satisfaction of the City Engineer.- <br />i. The pipe shall be televised to determine the condition and if it is in conformance <br />7'8 with City Specifications. Pipe found to be deficient will need to be repaired or <br />7'9 replaced to meet current City details and specifications. <br />80 ii. The structures on the pipe will need to be inspected to determine the condition <br />81 and if they are in conformance with City Specifications. Structures found to be <br />82 deficient will need to be repaired or replaced to meet current City details and <br />83 specifications. <br />&4 iii. The pipe shall be covered by an easement on the FINAL PLAT. <br />85 d. The storm sewer main will be owned and maintained by the City of Roseville. The <br />86 private services and storm ponds on the lots within the plat will be the responsibility <br />8 7' of the Property Owner. <br />88 e. In order to ensure that the public improvements are built to City standards, we have <br />89 drafted a Public Improvement Contract that defines the responsibilities involved with <br />90 the proposed public improvements. The improvements must meet all applicable City <br />91 standards for the construction. <br />92 f. Upon completion of the project, the Developer's engineer must provide the City with <br />9'3 as-built plans. They must also provide to the City Engineer a letter certifying that the <br />94 improvements were constructed according to approved plans and specifications, and <br />95 request that the City accept the improvements. When these items are received, the <br />96 City Council will be asked to accept the improvements. <br />9 7' g. All costs associated with construction of the new public improvements necessary for <br />98 this development will be borne by the Developer. A $,2,400 Engineering <br />99 Coordination fee is required. Appropriate surety will be provided for all public <br />100 improvements in the amount of 125% of the construction cost, for a total of $,150,930. <br />101 Once the construction of the improvements has been completed and accepted by the <br />102 City, this surety will be released. <br />10'3 7. 0 RECOMMENDATION <br />1 G14 Based on the comments and findings outlined in Sections 5 and 6 of this report, the <br />105 Community Development and Public Works Departments find that the proposed FINAL <br />PF I I -002—RCA-0711 I I.doc <br />Page 3 of 4 <br />
