<br />In, 1982.; the City received a 50% matching State grant to acquire land for park
<br />purposes. 'There were two separately owned, parcels to be acquired. One parcel
<br />of 4,,71 acres was owned, by, H. Hebbe, and that parcel has been acquireds
<br />The other parcel,., owned by PIK, Terminal, comprises 1.65 acres, and ^s located
<br />I
<br />immediately to the, s,oluth of' the Hebbe propert,y.1 The parcel is a densely wooded
<br />tract and icon'tains a variety, of vegetatilon, includin•
<br />oak
<br />g, and black cherry trees.
<br />It also, provides a wildlife habitat for a, number of' species. At the time of the
<br />application, the City considered this parcel as a unique and diverse natural
<br />resource, and should be preserved,
<br />Discussions have been held with representatives of the owners for the purpose
<br />of negoti'ationg the purchase of the property. It, pis the position of the owners
<br />that the property 'is needed for future expansion of' their trucking busiLness,
<br />and they do, not, wish to sell the property,
<br />The site has been, again reviewed by Mr. Rog,, Mr. Dahlgren and myself to determine

<br />if' the prop osed acquisition. could be reduced,, thereby per Mitting the trucking firm
<br />to reit,ai,n a portion of the parcel. It was the opinion of the staff that a reduction
<br />in, the taking (e.g., 100 feet) would seveireil,y gut wildlife character 1-stics of
<br />the parcel .
<br />Therefore, the Council needs, to decide to either ablandon the acquisition or to
<br />proceed with condemnation, procedures. If the Council still considers the site
<br />to be a valuable natural resource, it should proceed, with the condenmation
<br />pro,ceedings. The staff' believes the site should be preserved,
