Brokke briefed the Commission on the development status for the Josephine Woods Development. The <br /> project is at the point where the preliminary plat is approved and final plat is being reviewed. In addition <br /> to a Commission recommendation to the Council for Park Dedication, a discussion of the process for <br /> Park Dedication and the timing for Commission and Staff input on Park Dedication options for a <br /> development is needed. <br /> o Commissioners around the table agreed that they should be involved in reviewing and <br /> recommending Park Dedication earlier in the development process. <br /> o Commissioners discussed the need to use the Updated Master Plan as a guide for park dedication <br /> recommendation on future developments. <br /> o Commissioners also talked about the need to creatively consider ways to add to the park system <br /> when considering park dedication. <br /> Commission Recommendation: <br /> Motion by Azer, second by Simbeck to recommend the Roseville City Council accept the cash in lieu of <br /> land option for Josephine Woods Development. Motion passed unanimously. <br /> 5. MASTER PLAN IMPLEMENTATION DISCUSSION <br /> o Etten updated the Commission and public on the latest work of the Implementation <br /> Organizing Team and Work Groups. Etten reminded everyone that all are invited and <br /> encouraged to participate in one of the five work groups. The Implementation Work Groups <br /> include; Finance and Communications, Constellation Representatives, Community Facilities <br /> and Organizations,Natural Resources and Trails, and Implementation Partners. This is a <br /> great opportunity to help shape the future of Roseville Parks and Recreation. <br /> o Anfang shared a final draft of the Community Survey. This draft is being prepared and <br /> tested for a random survey distribution in the next 2 weeks. Anfang recognized the work by <br /> many community members that helped shape this survey. <br /> o Brokke reviewed the recently completed Community Satisfaction Survey. Parks and <br /> Recreation services and facilities are highly regarded by the community and this was <br /> reflected in their survey response. <br /> 6. DIRECTORS REPORT <br /> o Geyen Memorial Project at Bruce Russell Park <br /> o This has been an item ongoing since last fall at which time the Commission was supportive <br /> of a project to memorialize Carter Geyen and provide an additional amenity to the park. This <br /> project initially was going to be a sitting area, bench and drinking fountain. Last fall the <br /> water line was installed. Over the winter, additional resources have been donated and the <br /> project has expanded to include pathway connections from the parking area to the sitting area <br /> and to the existing play ground as well as sand/water play feature. The hope is to complete <br /> this project early this summer. It is brought back to the Commission to be sure the <br /> Commission continues to concur with the project. Staff plans to review plans with the <br /> neighborhood near the park. Staff will also continue to work with the Geyen Family and their <br /> volunteer partners to make this a fitting memorial and park addition. The Parks and <br /> Recreation Commission concurred with pursuing the project. <br /> o Reminder of city-wide Ethics Training on Thursday, April 14tH <br /> o Wildlife Management Update <br /> o Parks and Recreation staff began to accept resident calls about the local deer population 6-7 <br /> years ago. Roseville partners with Ramsey County for ongoing monitoring of the deer <br /> population <br /> o Sometime in the future, Roseville will need to look into controlling the deer population <br /> o Coyotes are frequently being spotted in the City. At this time, no one controls coyotes <br />
