Department Approval <br />W <br />I`°S'p,aE-41+4 <br />REQUEST FOR COUNCIL ACTION <br />Date.- 06-13-11 <br />Item No..- 7. g <br />Acting City Manager Approval <br />Item Description.- Accept the Office of Traffic Safety grant award of one Panasonic <br />Arbitrator 360 in-squad camera <br />W W, � <br />2 On May 12, 2011, the Minnesota Office of Traffic Safety (OTS), awarded the Roseville Police <br />3 Department one Panasonic Arbitrator 360 in-car camera through the Department of Public <br />4 Safety/Office of Traffic Safety in-car camera grant program. In May 2010, the Roseville Police <br />5 Department completed a grant application requesting in-car camera funding for our agency's fleet of <br />6 19 marked squads. Because the OTS received 146 grant applications and had only $,2.9 million <br />"7 available for camera funding, our agency was awarded 12 Panasonic Arbitrator cameras valued at <br />,i ar <br />approximately $,52,000.00. On August 9, 2010, then Mayor Craig Klausing, signed the In-(', <br />9 ("amera Order and Distribution Agreement with the Minnesota Sheriff's Association allowing our <br />I ('_) agency to receive the grant equipment proceeds. In late 2010, a portion of the original grant funding <br />"I'll remained available allowing the OTS to award an additional 4�3 cameras. From this remaining grant <br />12 funding, the OTS awarded Roseville one additional camera. The additional camera being awarded to <br />13 our agency is part of the initial grant proceeds authorized by council in August of 2010. See <br />14 attachment "A" May 12, 2011 award letter from the Minnesota Office of Traffic Safety. <br />POLICY OBJECTIVE <br />16 As a recipient of this OTS grant, our agency was required to implement a mobile digital video <br />I ��7 recording policy. All sworn officers have completed this mandatory training to learn the operation <br />I of the in-car squad cameras, patrol officers have completed a pre-post survey answering questions <br />19 specific to the in-squad cameras. The Chief or his designee will be required to complete a final <br />Z,,:-) report (spring/summer 2011), to the OTS describing our agency's activities with the camera and <br />2 1 efforts at reducing biased policing at traffic stops. <br />22 FINANCIAL IMPACTS <br />23 As a recipient of this latest grant, our agency will be required to provide local matching funds of <br />24 $,100.00 per camera plus $,275.00 per squad for camera installation. To enhance this camera award, <br />25 the department has opted to purchase one rear facing camera to allow imaging of the squad's <br />26 prisoner transport area at a cost of $,130 per camera. The marked squad receiving this camera will <br />27 need a wireless access point at a cost of $,300.00. At the request of the IT department, we will <br />28 purchase one 5-year Panasonic maintenance packages at a cost of $,4�95.00. The total cost for <br />29 additional hardware,, software,, maintenance and system warranty is approximately $,1300.00. The <br />Page I of 2 <br />
