Attachment G <br />Amy 1hlan <br />1776 Stanbridge Ave. <br />The following is a summary of may comments made at the planning commission meeting <br />on July 6. These are may concerns about the proposed Twin Lakes regulating plan and <br />map. <br />L Lack of notice and input by residents. <br />Although there has apparently been significant input from commercial landowners and <br />developers, there has been almost no input from neighborhood residents. Residents — <br />including those whose properties border Langton Lake Park and the Twin Lakes area — <br />are not aware of the specific proposal and map now under discussion, and have not had <br />the chance to be heard. Residents should be notified and brought into the planning <br />process on an equal basis with commercial property owners. <br />2. Environmental Impacts <br />There has been much controversy (including litigation) over environmental review of <br />proposed development in Twin Lakes, yet the proposed regulating plan/map does not <br />reflect previous environmental analysis and mitigation requirements for the area. <br />To take one example, the Twin Lakes Final AUAR Update specifically identifies <br />moderate quality oak forests in the Twin Lakes area (p. 20). <br />There are four oak forest segments that occur in the AUAR area, on the west side of <br />Langton Lake Park. These are moderate quality oak forest areas with the highest wildlife <br />value of the terrestrial wildlife habitats within and immediately adjacent to the AUAR <br />area. <br />The AUAR requires that.- <br />The impact to existing forest cover types shall be mitigated through future dedication of <br />openspace within these oak forest areas, increasing the overall buffer and wildlife habitat <br />I <br />value for Langton Lake Park (emphasis added). <br />The AUAR also analyzes the need for creation and restoration of wildlife habitat and <br />wetland corridors in the Twin Lakes development area. <br />The proposed Regulating Plan/Map does not include any dedication of open space within <br />the oak forests,, any increase in the overall buffer of Langton Lake Park, or any wildlife or <br />wetland corridors as required by the AUAR. <br />3.
