Most people who were concerned about the traffic seemed to have some confidence <br />193 that the proposed use would be a fine neighbor if the results of the traffic study <br />194, indicated that it would not generate an excessive amount of traffic. At least one <br />195 property owner was opposed to any additional traffic and suggested that the site <br />196 access to Alta Vista Drive/Dale Street be eliminated and the Larpenteur Avenue <br />19 7' entrance be modified to be the sole access to the property. This also could be made a <br />198 condition of the approval, but any permitted use which may be established without <br />199 need of special approvals would introduce some additional traffic onto Alta Vista <br />200 Drive. For this reason,, Planning Division staff and the Planning Commission both <br />201 recommend allowing the proposed vehicle access on the eastern side of the property <br />202 since the traffic study confirms that the assisted living use would not create an <br />20'3 unmanageable volume of additional traffic on Alta Vista Drive or the nearby <br />2 intersection with Dale Street. <br />205 7.0 RECOMMENDATION <br />206 Based on the comments and findings outlined in Sections 4-6 of this report, the Planning <br />20 7' Division concurs with the recommendation of the Planning Commission to approve the <br />208 proposed CONDITIONAL USE pursuant to § 1004.07 and § 1009.02 of the Roseville City <br />209 Code,, with the following conditions, revised to remove the recommended conditions <br />210 which the applicant has already satisfied.- <br />211 a. The applicant shall remove the existing paved area in the Dale Street right-of-way as <br />212 part of preparing the site for the proposed development, shall install a sidewalk near <br />21 the western edge of the right-of-way consistent with Roseville's Pathway Master <br />2 Plan,, and shall restore the remainder of the right-of-way with turf grass and/or other <br />215 approved landscaping; <br />216 b. The applicant shall provide a diagram illustrating the movements of trash collection <br />%1.11 <br />21 7' and other large vehicles into and through the site to verify that the turning radiuses <br />218 are adequate; <br />219 c. The applicant shall install a fire suppression sprinkler system and,, if nursing services <br />220 are to be provided, the applicant shall also install an alarm system; <br />221 d. The applicant shall establish screening along the northern and western property <br />222 boundaries consistent with the landscape plan reviewed with this application as part <br />223 of Attachment C with the addition of an opaque fence at least 4 feet in height in those <br />224, areas; and <br />225 e. Once the location of outdoor mechanical equipment has been determined, the <br />226 applicant shall continue to work with staff to determine the location for the trash <br />22 7' enclosure that best minimizes any impacts to the neighboring property to the north <br />228 without compromising good internal circulation within the site. <br />229 8.0 SUGGESTED ACTION <br />2'30 Adopt a resolution approving an assisted living facility as a CONDITIONAL USE at 62 1- <br />2'31 637 Larpenteur Avenue, based on the comments and findings of Sections 4-6 and the <br />2'32 recommendation and conditions of Section 7 of this staff report <br />Prepared by: Associate Planner Bryan Lloyd <br />Attachments: A: Area map B: Aerial photo <br />PF I I -O I R. 072 511 <br />Page 6 of 7 <br />
