k" <br />REQUEST FOR COUNCIL ACTION <br />Date: July 25, 2011 <br />Item No.: 7 - i <br />City Manager Approval <br />(VA <br />Item Description: Multi-Agency Law Enfoirceiment Agireeiment--Minnesota Intemet Griimes, Against <br />Children Task Forrce (MICAC) <br />11 BACKGROUND <br />2 The State of Minnesota Department of Public Safety, specifically the Bureau. of Criminal Apprenhension (BCA), <br />3 is the recipient of a federal grant to assist law enforcement in investigating and combating the exploitation of <br />4, children which occurs through the u.se of computers by the BC A providing funding for equipment, training and <br />5 expenses (including travel and overtime funding) incurred by law enforcement as a result of such investigations. <br />6 <br />"7 The State of Minnesota has prepared. a MuIti-Agency Law Enforcement Joint Powers Agreement for the purpose <br />of implementing a three-pronged approach to combat Internet Crimes Against Children (ICAQ: prevention, <br />9 education, and enforcement. <br />110 <br />11 Internet crimes against children is a growing concern. Monthly, in our state, there is an average of 1800 computer <br />12 u.sers electronically sharing child. pornography. Studies indicate that about 50-75% of adult su.spects who possess <br />13 or share internet child pornography are hands on offenders —meaning that these offenders have live victims. <br />15 The Minnesota ICAC (MICAC identifies possible internet pronography cases by IP ad-dress and then determines <br />116 which city the IP address is located and forwards this information to that jurisdiction for investigation. With the <br />1 7 Multi- Agency Law Enforcement Joint Powers Agreement in place, jurisdictions have access to training, <br />11 111",',':1'1�111 equipment and resources which can be used to properly investigate internet crimes funded by the Agreement. <br />119 <br />2o By entering into this MuIti-Agency Law Enforcement Joint Powers Agreement (reviewed and approved by our <br />2 1 city attorney), the City of Roseville would be responsible for: <br />23 9 Working cases that have occurred. in our jurisdiction <br />24, 9 Using MICAC standards for investigation and data sharing <br />25 9 Conducting local educational training sessions (with assistance from MICAC) as needed or requested. <br />26 <br />27 POLICY OBJECTIVE <br />28 The City of Roseville's affiliation with the MICAC Task Force will enhance protection of this community <br />29 against predators and will allow the City to work in coiljunction with the National Center for Missing and <br />3o Exploited Children, the Minnesota Predatory Offender Registry and. other integral programs. <br />3°i FINANCIAL IMPACTS <br />32 None.
