REQUEST FOR COUNCIL ACTION <br />Date: 9/12/11 <br />Item No.: 7. e <br />Department Approval City Manager Approval <br />Item Description: Approve Construction Agreement for the Fairview Pathway Project (aka <br />Northeast Suburban Campus Connector Bike/ Pedestrian Project) <br />11 BACKGROUND <br />2 Since 2009, the cities of Falcon Heights and Roseville, along with the University of Minnesota, <br />-F-1 <br />3 have been developing plans for a pedestrian and bicycle trail along r airview Avenue. This <br />4, project, the Northeast Suburban Campus Connector (NESCC), was awarded grant funds in the <br />5 amount of $, 1107 1000. <br />6 Due to construction timing issues with Ramsey County's proposed County Road B-2 project, <br />"7 along with easement acquisitions in both Falcon Heights and Roseville, the two cities agreed to <br />8 split the project into phases. Phase I includes work on Fairview Avenue south of County Road <br />9 B through the University of Minnesota. Phase 2 includes work north of County Road B and west <br />110 of Cleveland Avenue. <br />11 The project was awarded to TA Schifsky and Sons at the August 22nd council meeting. <br />12 Construction is scheduled to start in mid September. <br />13 POLICY OBJECTIVE <br />14, A construction agreement with Falcon Heights is attached, which spells out the role of each city <br />15 for the construction of both Phase I and Phase 2 of this project. While the construction costs for <br />116 this project are fully grant funded, we wanted to be sure that if any unexpected conditions were <br />1 "7 encountered during construction we would have a formal understanding with the City of Falcon <br />11 111",,'11 Heights regarding cost. It also defines ownership of the improvements once constructed. <br />119 FINANCIAL DiscUSSION <br />2o The contract amount for this project is $,711,758.00. The total amount of Federal eligible costs <br />2 1 for Phase I of this project is $,595,010.90, but only $,520,000 of the grant proceeds were <br />22 allocated to this portion of the project. The project partners submitted a request to Transit for <br />23 Livable Communities (TLC), the local organization tasked with allocating this grant funding, <br />24, asking for a supplemental grant award in the amount of $,83,336. Additional funding was <br />25 awarded making Phase I fully grant funded.
