Attachment G <br />35 primarily to employees and visitors and, because the traffic analysis concluded <br />36 that vehicle trips generated by the proposed use are limited, especially during the <br />3 7' typical a.m. and p.m. peak traffic periods, the proposed use will not create an <br />38 excessive burden on parks, streets, and other public facilities; <br />39 e. As a relatively quiet and low-impact residential use, the proposed assisted living <br />40 facility will not be injurious to the surrounding neighborhood, will not negatively <br />41 impact traffic or property values, and will not otherwise harm the public health, <br />42, safety, and general welfare; <br />43 f. The proposal, which is located adjacent to a neighborhood of one-family homes, <br />44, includes access to arterial streets with a one-way, entrance-only access from <br />45 Larpenteur Avenue and a two-way entrance/exit to Dale Street in the same <br />46 location as the southern end of Alta Vista Drive; <br />,4, 7 go While residents of the proposed secure facility would not fully utilize the required <br />48 150 square feet of open space per person, the yard and the adjacent right-of-way <br />49 combine to provide approximately 24O square feet of usable open space per bed; <br />50 and <br />51 h. An appropriate transition area between the use and adjacent property can be <br />52, accomplished by the proposed landscaping in conjunction with a 6-foot privacy <br />53 fence,, which will be consistent with the residential character of the neighborhood. <br />54 NOW THEREFORE BE IT RESOLVED,, by the Roseville City Council, to APPROVE <br />55 the proposed assisted living facility at 621-637 Larpenteur Avenue as a CONDITIONAL USE in <br />56 accordance with Section § 1009.02 of the Roseville City Code, subject to the following <br />5 7' conditions.- <br />58 a. The applicant shall remove the existing paved area in the Dale Street right-of-way <br />59 as part of preparing the site for the proposed development, shall install a sidewalk <br />60 near the western edge of the right-of-way consistent with Roseville's Pathway <br />61 Master Plan,, and shall restore the remainder of the right-of-way with turf grass <br />62, and/or other approved landscaping, <br />63 b. The applicant shall provide a diagram illustrating the move ments of trash <br />%1.11 <br />64 collection and other large vehicles into and through the site to verify that the <br />65 turnin radiuses are adequate; <br />9 1 <br />66 C. The applicant shall install a fire suppression sprinkler system and, if nursing <br />6 7' services are to be provided, the applicant shall also install an alarm system; <br />68 do The applicant shall establish screening along the northern and western property <br />69 boundaries consistent with the landscape plan reviewed with this application as <br />70 part of Attachment C with the addition of an opaque fence at least 4 feet in height <br />71 in those areas; and <br />72, e.
