45 Margaret (Peg) Kavanagh,, 1715 W Eldridge Avenue <br />461 Ms. Kavanagh noted her attend�ance in 2008 when the previous Yellow Dog <br />47 Pawn Shop req�uest was consid�ered avanagh referenced d�ata from a <br />48 lead�ing neighborhood realtor., Mr. Bill Tellen., related to negative perceptions <br />49 and impacts to property values; in ad�d�ition several objective stud�ies she"d� <br />50 personally researched� that still used q�ualitative d�ata related to perception fo <br />51 property values and crime from predatory lend�ers and fringe banking <br />52 institutions and declines in area neighborhoods. <br />53 Ms. Kavanagh encouraged the City Council to act on these find�ings and <br />54 protect Roseville from fringe banking opportunists; and once and for all put a <br />55 stop to nagging threats of another pawn shop locating in Roseville; opining <br />561 that they were not harmless. <br />57 Ms. Kavanagh provid�ed her website and stuffy references to City Manager <br />58 Malinen. <br />59 Kathryn Park, 2070 Midlothian <br />610 Ms. Park noted that she was also in attend�ance to confront this issue for th <br />611 second time in three years; opining that this was not an appropriate locatio <br />612 on Snelling Avenue for this type of business. 11 <br />63 <br />Ms. Park encouraged the City Council to consid�er an ordinance., mod�eled� on <br />614 <br />that of the City of Bloomington and their related 2006/07 study., restricting <br />615 <br />pawn shops and ad onal safeguards through limiting pawn shops at one pe <br />6161 <br />50.,000 resid�ents. Ms. Park also referenced� similar research by the City of St <br />617 <br />Louis Park and their research on the location of pawn shops. Ms. Park noted <br />618 <br />the negative impacts of current economics on housing market trends; opinin. <br />619 <br />that there was no need for those property values to receive an ad�d�itional <br />70 <br />negative impact from locating a pawn shop ad�jacent to a resid�ential <br />71 <br />neighborhood�. Ms. Park noted the positive amenities of Roseville and <br />72 <br />reiterated her support for a population-based� ordinance., also specifying that, <br />73 <br />pawn shop location could not be in close proximity to resid�ential or other <br />74 <br />businesses. <br />75 Gary Grefer erg, 91 Mid Oaks, Lane <br />761 <br />Mr. Grefenberg emphasiz,ed� that neighbors were concerned that the City <br />77 <br />Council ad�d�ress this issue now to avoid another proposal coming forward in <br />78 <br />another 2-3 years; and suggested the ordinance be mod�eled� from those <br />79 <br />ad�opted� by the City of Bloomington or the City of St. Louis Park. Mr. <br />.?v 0 <br />Grefenberg expressed his prid�e in neighbors d�oing research on other stud�ies <br />11 <br />and other communities; and noted his personal concern with property values <br />.?v 2 <br />declining d�ue to location of a pawn shop in the area. Mr. Grefenberg <br />.?v 3 <br />encouraged the City Council to d�eny the application., based on the find�ings <br />-94 <br />outlined in the proposed ordinance that incorporated public comments heard <br />-95 <br />at the most recent Planning Commission"s Public H�earing., as well as that of <br />.?v 61 <br />three years ago; and represented joint efforts of staff and neighbors. <br />
