1XIEQUEST FOR CITY COUNCILACTION <br />14 <br />6 1.2 Since the Council meeting, the Planning Division has given consideration to whether the <br />7 Regulating Plan or the Twin Lakes Overlay District ('TL ordinance is the appropriate <br />8 document for including the AUAR mitigations. Since the purpose and intent of the <br />9 overlay district states: "The AUAR identifies various environmental, roadway and utility <br />10 improvements which are necessary in the Twin Lakes Redevelopment Area in order for <br />11 the area to be redeveloped. The AUAR contains a mitigation plan which requires, among <br />12 other things, the construction of roadway and utility improvements and environmental <br />13 mitigation within the Twin Lakes Redevelopment Area", and includes a number of <br />14 requirements and standards related to environmental protection, it has been determined <br />15 that the overlay ordinance is the best location to include the mitigation requirements for <br />16 the Twin lakes Redevelopment Area. A draft of the TL OD is currently being considered <br />17 by the Planning Commission. <br />18 1.3 The Planning Division has reviewed the Twin Lakes AUAR, identifying the relevant <br />19 mitigations and discusses below how they have been or should be addressed: <br />20 a. MITIGATIONS. <br />a <br />21 1. The City will encourage the development of a network of sidewalks, trails, <br />22 pedestrian amenities, parks and open space in the Twin Lakes area to provide <br />23 greenway/wildlife corridors and to encourage more pedestrian trips and fewer <br />24 vehicles trips in the area. <br />25 <br />Prior to the Zoning Ordinance change in 2'010, the City had established <br />26 <br />pedestrian connections and connectivity as a key element of redevelopment plans. <br />27 <br />This is very evident in the Twin Lakes Urban Design Principles. It should be <br />28 <br />noted that there is an existing network of trails and sidewalks that have been <br />29 <br />installed as a component of recent public infrastructure improvements. However <br />30 <br />there still need to be a number of additional connections/corridors in our mind to <br />31 <br />satisfy this mitigation. Therefore the Planning Division and our Clonsultantfor <br />32 <br />the Regulating Plan have created a number of connections to the park as well as <br />33 <br />a few corridors that can further achieve the mit�gption of the A UAR.
