lls1Spvq+-J� <br />REQUEST FOR COUNCIL ACTION <br />Department Approval <br />M <br />Date.- 8/18/20N, <br />Item No..- 7.f <br />City Manager Approval <br />Item Description.- Approve the installation of a solar powered pedestrian flasher at the <br />Garden Avenue/ Hamline Avenue intersection. <br />Z W, � <br />2 Last year, Falcon Heights and Roseville staff was approached by the Falcon Heights Elementary <br />3 PTA asking us what could be done to provide safer pedestrian/bicycling access to the school. <br />4 Under current conditions,, students wishing to cross Hamline Avenue at Garden Avenue to get to <br />5 the school must navigate their way across this high traffic intersection. As a result of safety <br />6 concerns,, students are not allowed to ride their bikes to school. One solution that was identified <br />"7 to address these issues was to install a pedestrian activated crossing flasher at the intersection of <br />8 Garden Avenue and Hamline Avenue to improve safety. Staff from both cities committed to <br />9 explore this improvement further. <br />I ('.); POLICY OBJECTIVE <br />"I'll Both Roseville and Falcon Heights are active participants in Active Living Ramsey County, an <br />12 organization that is trying to encourage healthier lifestyles for our residents. One <br />13 recommendation of this organization is to provide more accessible and safe pedestrian facilities <br />14 so people are encouraged to get out of their vehicles and bike/ walk to their destinations. <br />16 The Imagine Roseville 2025 infrastructure goals include the expansion and promotion of a <br />I 7 system of continuous and connected pathways that encourage walking and biking. Safe routes to <br />I school and improved road crossing safety are both strategies under this goal. <br />119 FINANCIAL IMPACTS <br />Z::), Hamline Avenue is the boundary between the Falcon Heights and Roseville. As a result, the two <br />2 1 city staffs had discussed splitting the cost of a solar pedestrian flasher at this location. Staff has <br />22 received two bids for this equipment, $,6,850 from Traffic Control Corporation, $,5,885 from <br />23 Brown Traffic. We are recommending that we purchase the equipment from Brown Traffic. <br />24 Roseville's share could be funded by excess revenue from the city's engineering services joint <br />25 powers agreement with the City of Falcon Heights. This revenue typically is used to offset <br />26 overhead costs for providing engineering services. There are adequate funds available at this <br />27 time for this expenditure. <br />28 STAFF RECOMMENDATION <br />29 Staff has identified funds derived from providing engineering services to the City of Falcon <br />3�,,:-) Heights that are available for Roseville's share of this flasher.
