Discussion of Council Rules, Procedures end 0ther Council Practices Each year, the Council adopts Council Rules and Procedures. -" F On i�e I t)ruary 10, 2007, the City Council held a Special Session to discuss Council nor ills (Minutes attached - #1). The Rules of Procedure were adopted at that meeting (42). On September 17, 2007, the City Council discussed several possible changes to the Rules of Procedure (Minutes attached - #3). The discussion included whether to continue Study Sessions, re-airing all or portions of council meetings, Councilmembers placing items on an agenda, bench handouts being included in minutes and distribution of draft minutes. ,Ijn September 24, 2007, staff provided the Council with some suggested changes based on thif September 17 discussion to Rules of Procedure, however, Council did not take action On October 15, 2007, Council Rules and Procedures were not discussed due to the lateness of the hour (45), At that same meeting, Councilinember Dan Roe requested that council liaisons and reporting assig=ents be discussed as part of a future meeting. In addition, Citv Manager Bill Malinen received a request that a "Report from the HRA" be added as a standing item on Council agendas. The enclosed information reflects those discussions. In addition, staff has included a League of Minnesota Cities document with infori-nation about City Council meetings (#6).
