3 3 2. 8 Often the use o f' public funds in private projects leads to concerns within the community as <br />34 some perceive that the money is being given to any developer that asks and that the purpose <br />3 5 of these funds is only to increase developer profit, By using a clearly articulated policy <br />36 regarding the use of public funds within Twin Lakes, staff is hoping that any use of public <br />317 funds, within. Twin Lakes is based on a clearly identifiable and actual need of the developer <br />318 and also, provides a benefit to the community. <br />319 2.9 The, framework defines criteria upon which the city will use to consider requests by, <br />4,0 developers for the use of public funds such as TIT' or regional, state, orfederal grants. These <br />41 criteria have been established using the goals and desired outcomes as described in the Twill <br />42 Lakes Master Plan,, the Twin Lakes Design Principles, and in Imagine Roseville 2025. <br />43 2.10 Proposed criteria that must be met by a development within Twin Lakes include creating a <br />P <br />44 mix of â–ºuses, enhanced aesthetics.,, improving environmental quality and sustainability,. <br />45 creating transit and transportation. options, creating, diverse cmDloyment opportunities, tax <br />46 base, and housing choices. It is not the intention that a development meet all of the criteria, <br />47 but that nrieet several of them at a minimum., <br />48 2.11 The frainework identifies priority funding activities on which the City would consider using <br />49 public funds to assist project.
