Storm drainage facilities ha"d
to be built, ma-intained and renewed in order to
PROTECT PEOPLE
PROTECT PROPERTY
REDUCE INSURANCE RISKS
IMPROVE PROPERTY VALUES
ENHANCE THE EN'VIRON'MENT
PROVIDE'FOR SAFE TRAFFIC FLOW
To control storm waters and, receive these benefits, there is a
cost. The proposed storm driainiage utility -11 spread these costs to
those who "createll the storm water runofff.
INhat 'i's a s,torm drainage uti'llfty?
A storms drainage utility is similar to the familiar sanitary
sewer utility. The fee is based on the amount of water that is dis-
charged 'into the system, For instancel a parking lot creates more
runoff than a grass area the same size, so it pays a higher rate.
Similarly, a large parcel creates more runoff than a small parcel, so
it too pays a higher amount. In, th*
is way., the citizens of Roseville
will pay for the management of storm water in proportion to the amount
of water they "contribute", not on the value of their property.
Wh I s a ultifilty nieleded,91.1
'Today, storm water costs are paid -for using general tax money- -
property taxies, ' Each year, as the city grows and its facilities age,
the costs of maintaining the storm drainage system increase. In 1984
thiesie costs will approach $2100,000. Recent State legislation will now'3
require Roseville to take even greater measures to protect the quality
,of our 'water resources, and this, will add more costs. Roseville must
find a way to meet these rising costs in a fair and equitable manner-,
without adding additional burden to the property tax rolls.
What's my share of the costs?
Roseville is divided into three (3) natural
drainage, districts. Each district drains water out of Roseville
in i
in a different direction. Each district has unique needs for
maintenance, planning and projects to protect water quality or
clontroil its outflow -rates. Through storm drainage fees_, each
district will generate the revenue it needs to pay for its own
water management costs.
The expected cost to single family homeowners in each drainage
,district of the city is shown on the reverse side of this pamphlet.
Industrial and commercial properties will be charged a higher rate.
Your, charge will be included on the water and sewer bill you now re-
ceive each quarter. Also,, your charge can be reduced if you have on-
site facilities to improve water quality or reduce its outflow rate.
