<br />cost. The proposed storm driainiage utility -11 spread these costs to
<br />those who "createll the storm water runofff.
<br />INhat 'i's a s,torm drainage uti'llfty?
<br />A storms drainage utility is similar to the familiar sanitary
<br />sewer utility. The fee is based on the amount of water that is dis-
<br />charged 'into the system, For instancel a parking lot creates more
<br />runoff than a grass area the same size, so it pays a higher rate.
<br />Similarly, a large parcel creates more runoff than a small parcel, so
<br />it too pays a higher amount. In, th*
<br />is way., the citizens of Roseville
<br />will pay for the management of storm water in proportion to the amount
<br />of water they "contribute", not on the value of their property.

<br />'Today, storm water costs are paid -for using general tax money- -
<br />property taxies, ' Each year, as the city grows and its facilities age,
<br />the costs of maintaining the storm drainage system increase. In 1984
<br />thiesie costs will approach $2100,000. Recent State legislation will now'3
<br />require Roseville to take even greater measures to protect the quality
<br />,of our 'water resources, and this, will add more costs. Roseville must
<br />find a way to meet these rising costs in a fair and equitable manner-,
<br />without adding additional burden to the property tax rolls.
<br />What's my share of the costs?
<br />Roseville is divided into three (3) natural
<br />drainage, districts. Each district drains water out of Roseville
<br />in i
<br />in a different direction. Each district has unique needs for
<br />maintenance, planning and projects to protect water quality or
<br />clontroil its outflow -rates. Through storm drainage fees_, each
<br />district will generate the revenue it needs to pay for its own
<br />water management costs.
<br />The expected cost to single family homeowners in each drainage
<br />,district of the city is shown on the reverse side of this pamphlet.
<br />Industrial and commercial properties will be charged a higher rate.
<br />Your, charge will be included on the water and sewer bill you now re-
<br />ceive each quarter. Also,, your charge can be reduced if you have on-
<br />site facilities to improve water quality or reduce its outflow rate.
