<br />b. The Tax Increment Financing Plan will afford <br />maximum opportunity, consistent with the sound needs <br />of the City as a whole, for the development by private <br />enterprise, as it will enable the renovation or <br />clearance of structurally substandard buildings <br />and the construction of new projects in the City, <br />thereby encouraging other development in the area. <br /> <br />c. The Tax Increment Financing Plan conforms to <br />the general plan for the development of the City <br />as a whole as it will result in the availability <br />of needed land and site improvements for redevelopment <br />and such redevelopment is compatible with the City's <br />zoning ordinances and other related regulations <br />and encourages the provision and redevelopment of <br />buildings, streets, utilities or other improvements <br />as set forth in the City's Land Use/Comprehensive <br />Plans. <br /> <br />d. Tax Increment Financing District No. 9 is a <br />redevelopment district pursuant to Minnesota Statutes, <br />Section 273.73, Subdivision 10(a)(i) for the reasons <br />set forth in Section E of the Tax Increment Financing <br />Plan. <br /> <br />3. Tax Increment Financing District No. 9 as described <br />in the Tax Increment Financing Plan is hereby established <br />and the Development Program for Development District No.1, <br />and the Tax Increment Financing Plan for Tax Increment Financing <br />District No. 9 is hereby approved and adopted and shall be <br />placed on file in the office of the City Manager. <br /> <br />4. The staff of the City, the City's advisors and legal <br />counsel are authorized and directed to proceed with the implementation <br />of the modified Development Program and Tax Increment Financing <br />Plan and for this purpose to negotiate, draft, prepare and <br />present to this Council for its consideration all further <br />plans, resolutions, documents and contracts necessary for <br />this purpose. <br /> <br />5. The City Manager is authorized and directed to file <br />a copy of the modified Development Program and Tax Increment <br />Financing Plan for Tax Increment Financing District No. 9 <br />as required by the Tax Increment Financing Act. <br /> <br />6. The Auditor of Ramsey County is requested to certify <br />the original assessed value of Tax Increment Financing District <br />No. 9 as created by this resolution as described in the Tax <br />Increment Financing Plan, and to certify in each year thereafter <br />
