Renew Joint Powers Agreement (JPA) to Continue to Provide Geographic <br /> Information System (GIS) Services to the City of No. St. Paul <br /> At the request of Mayor Roe, City Manager Bill Malinen briefly reviewed this re- <br /> quest as detailed in the Request for Council Action (RCA) dated November 21, <br /> 2011. <br /> Councilmember McGehee questioned how charges for other cities/agencies were <br /> identified or if the City was subsidizing their operations versus the City receiving <br /> full compensation. <br /> Community Development Director Patrick Trudgeon advised that this position re- <br /> flected salary and benefits of the GIS position; with the employee actually work- <br /> ing out of the No. St. Paul office one day per week, creating no additional over- <br /> head for the City of Roseville; in addition to a contingency in place for admin- <br /> istration cost to Roseville for the position. <br /> Councilmember McGehee questioned if there were travel expenses paid by Rose- <br /> ville, with Mr. Trudgeon responding negatively. <br /> Councilmember McGehee questioned if or how Roseville charged other entities <br /> for additional networking or equipment costs; with Mr. Trudgeon advising that <br /> those calculators were addressed in each specific JPA with that entity. <br /> At the request of Councilmember McGehee regarding whether Roseville's in- <br /> demnification was sufficient, Mr. Trudgeon advised that the JPA had been drafted <br /> by the City of Roseville's City Attorney to protect those interests. <br /> McGehee moved, Johnson seconded, approval of the JPA Agreement (Attach- <br /> ment A) between the City of Roseville and the City of No. St. Paul for provision <br /> by Roseville staff to provide GIS services to the City of No. St. Paul. <br /> Roll Call <br /> Ayes: Willmus; Pust; Johnson; McGehee; and Roe. <br /> Nays: None. <br /> 9.
