Draft Ordinance Attachment C <br />ORDINANCE NO. <br />2 AN ORDINANCE AMENDING SELECTED TEXT OF: <br />41 <br />13 TITLE 2, CHAPTER 201, PLANNING COMMISSION AND <br />114 TITLE 10, CHAPTER 1008, PLANNED UNIT DEVELOPMENTS AND <br />5 TITLE 10, CHAPTER 1013, GENERAL REQUIREMENTS AND <br />6 TITLE 10, CHAPTER 1016, AMENDMENTS <br />711" THE CITY OF ROSEVILLE ORDAINS: <br />8 SECTION 1. Purpose: The Roseville City Code, Title 2, Chapter 201 (Planning <br />9 Commission), and Tile 10, Chapters 1008 (Planned Unit Developments), 1013 (General <br />'10 Requirements), and 101 (Amendments), is hereby amended by the addition of requirements for <br />I I developers of Roseville property to hold community open house meetings prior to submitting <br />'12 applications for Comprehensive Plan Land Use Designation Amendments, Planned Unit <br />1 1 41 <br />3 Developments, Interim Use Permits, and Rezonings. The purpose of this Ordinance is to provide <br />I 114 additional opportunity for public participation in the development review process. <br />'15 SECTION 2. Chapter 201 is hereby amended as follows: <br />16 201.07: PROCEDURE FOR ADOPTION OF CITY COMPREHENSIVE <br />1711" PLAN: <br />'18 The Planning Commission may, at any time, recommend to the City Council, the adoption of the <br />'19 City Comprehensive Plan, any section of it or any substantial amendment thereof. Before making <br />20 such recommendation to the City Council, the Planning Commission shall hold at least one <br />2 1 public hearing, as provided for in Chapter 108 of this Code. The recommendation by the <br />22 Planning Commission to the City Council shall be by a resolution of the Commission, approved <br />213 by the affirmative votes of not less than five-sevenths (5/7), of its total membership. The <br />2114 Commission may from time to time recommend minor amendments to the City Comprehensive <br />25 Plan or any section thereof without the public hearing mentioned herein providing that a majority <br />26 of its members are of the opinion that such hearing is not necessary or in the public interest. <br />2 7 (Ord. 1175A,, 11-25-1996) <br />If an amendment to the Comprehensive Plan Future Land Use Map is requested by a <br />property owner, the applicant shall hold an open house meeting with residents and <br />property owners in the vicinity of the affected property prior to submitting an application <br />for the amendment. Requirements for such an open house are as follows: <br />A. Purpose: To provide a convenient forum for engaging community members in the <br />development process, to describe the proposal in detail, and to answer questions and <br />solicit feedback. <br />B. Timing: The open house shall be held not more than thirty (30) days prior to the <br />submission of an application for Comprehensive Plan Future Land Use Map <br />Amendment approval and shall be held on a weekday evening beginning between <br />6:00 p.m. and 7:00 p.m. and ending by 1 0: 00 p.m. <br />Page I of 6 <br />
