William ,J. Malinen
2660 Civic Center Dirive
Roseville, NIN 55113
Dear Mr., Malinen.,
The Ramsey County Sheriffs Department is bound by state statute to provide a means of permtting
temporary structures and events that are placed and occur on the public waters within the count y.1 We
axle also, required to answer calls for service on the water., Our department also has a contract with the
city of'Roseville, to provide forty-two hours of patrol coverage on Lake Owasso.
With that being said, state law is the basis for what activities les are pernlitted on the lake and which are
not., In some cases. such as speed limits and no wake zones,, city or county ordinances are more
restrictive than state law, and that is the case on Lake Owasso. Many times those ordinances mirror
state statute,.
When there is, an infraction that occurs on a public waterway., it, is handled the same as ajiy other type
police call or traffic violation. The discretion of the officer determines the course of action taken. If
I
it is determined that a citation should be issued 3 it may be written under state statute or any applicable
city or courty ordinance.
I have attached several state statutes that cover specific Infort-nation that you requested. I also included
the, hours of operation for personal watercraft.
ADULT DETENTION DIVIS!Ot (651)1266-,9350 - CIVIL PROCESS (651) 266-91330, • PATROL DIVISION (651) 481-1317 4 WARRANTS (651) 266-9320
Q' F- sm r,
