C�' <br />4.0 ZONING/PLANNED UNIT DEVELOPMENT. <br />461 The GENERAL CONCEPT PLANNED UNIT DEVELOPMENT is a process by which a <br />development/redevelopment proposal is formally presented in a public hearing to the Planning <br />2 Commission for consideration, A PLANNED UNIT DEVELOPMENT is a zoning district <br />which may include single or mixed uses on one or more lots or parcels, and is intended to create <br />34 a more flexible, creative and efficient approach to the use of the land subject to the procedures, <br />standards, and regulations contained in the City Code. <br />) <br />7 4.2 The proposal seeks to rezone the parcel from its current designation of B- 1, Limited Business <br />District to a PLANNED UNIT DEVELOPMENT with an underlying zoning of R-3A, Multi- <br />Family Residence District; Three to Twenty-Four Units. <br />44 4.3 Since beginning discussions with AEON on their proposal for the Har Mar Apartments, the <br />44 2 Planning Division has taken interest in rezoning the premises to a more appropriate zoning <br />4 / 11) <br />1) designation. Section 1005.02B (residential. District Uses) states: Multiple-family dwellings <br />44Z and other uses permitted in residential district if'constructed in B- I district s 1 conform to <br />44 5 setback, density, and other requirements under residence district. Although the r-1 zone <br />supports Residence District uses, it has become evident over the past years that existing uses <br />4 .7 such as the Har Mar Apartments have clearly not met any one particular multiple-family district. <br />44 Thus it is difficult for staff to support continuing this practice. <br />44 ' <br />50 4.4 The proposal to REZONE to a PLANNED UNIT DEVELOPMENT with an underlying R-3A <br />5 District is consistent with the Roseville Comprehensive Plan and its designation of the parcel as <br />52 High Density Residential. <br />5 `31' <br />5,4 5.0 PRELIMINARY PLAT,: <br />55 5.1 The PRELIMINARY PLAT proposal for the Har Mar Apartment project seeks to subdivide the <br />5 Ci, 3.06 acre parcel into two lots. Lot I would include the 5 existing apartment buildings and <br />57 associated parking and Lot 2 would in. l.ud. the n. w apartment building and associated parking. <br />58 <br />59 5.2 Section 1004.05 states: The R-3A district is designed to be a multi-family district consisting <br />60 predominantly of'buildings tbree stories and 24 units or less, similarly located as those in an R <br />6 1 3 dis tric t. Tb e n e t b o using density within tb e dis trict ranges from 10. 0 to 30. 0 units p er a cre of <br />62 developable land and a minimum lot area of'2,800 square feet per two (or more) bedroom <br />6`31) dwelling units. The minimum lot size is 11, 000 square feet. The beigbt limits is 3 stories or 30 <br />&I feet, wbichever is less. The maximum number ofunits in the structure as well as the beigbt of' <br />65 the structure may be exceeded by issuance of 'a conditional use permit. The R-3A District is <br />66 intended for those areas designated as HR H)gh Density Residential areas within the <br />67 Comprebensive Plan. <br />Yrw 5.3 The Planning Division has reviewed the Residential Dimensional Requirements Chart found in <br />70 Section 1004.016 of the City Code concluding that the existing structures and parking lots meet <br />7 the minimum standards. However, the proposed apartment building will be 4-stories in height <br />72 and be placed approximately 15 feet from the roadway easement for West Snelling Drive, which <br />T)" would be taller and closer to the property line than the R-3A District allowed, but could be <br />7,4 allowed in a Planned Unit Development. <br />
