102
Ms. Golodwin opined that by increasing the population and density of that population in, this 4-5
103
block area, it would substantially increase the crime rate. Ms. Goodwin questioned if there was a.
104,
screening process right now for tenants, specifically when talking about affordable housing, and
105
recognized that Roseville was changing from an inner-ring to urban suburb, with increased
106
density, and diversity.
107
Commissioner Gasongo asked Ms. Goodwin if she thought not building a new building would
108
reduce crimes in the area, and sought specific suggestions for how to alleviate the crime
1019
situation. Commissioner Gasongo noted the increase in crime from 2006 to 2007 occurred
110
without the proposed new building.
ill
Ms. Goodwin opined that, with subsidized transitional housing in such a small geographic area
112
representing approximately 4% of the overall City, increased crime was a probability. Ms.
113
Goodwin further opined that a good preventative measure would be to not increase the
114
population in the area.,
1115
Chair Bakeman opined that land use didn't generate increased crime- and while Ms. Goodwin
1165
i
had some valid points related to density and crime, statistics, the solution was not an easy one nor
117
all-inclusive,
118
Kate. McGough
119
Mls. MlcGough responded to Ms. Goodwin's concerns„ expressing appreciation for neighborhood
concerns related to density and crime statistics. Ms. McGough clarified that when their firm took
121
over the building, it was in great disrepair, with many vacant units, and they had attempted to.
122
repair as much as possible.. Ms.. McGough noted that the population of the units had doubled, in
123
addition to the crime statistics. Ms. McGougih advised that the other side of that scenario may be
124
that there is now a property, manager on-site who was strongly encouraged, along with residents,
125
to call the Police Department when they see anything amiss or suspicious actions on the
126
property, in an effort to foster a sense of community and responsibility. Ms. McGough, therefore,
127
noted that the increased calls were not a surprise,. and may prove more positive and beneficial to
128
the community, than evidenced by Ms. Goodwin's perceptions.
129
Ms, MlcGough advised that, while she coulldn't make any guarantees on future crime statistics, all
130
their anew residients went through criminal background checks', and that they were seeking tenants
1131
who, were going to interact well with current residents, so people would feel safe in their own
132
homes. Ms. McGough committed to continuing to reduce crime in the facility and neighborhood
133,
to the best of their ability.
13 4,
Ms. McGough addressed the proposed location of the driveway in the concept plans, and
I 3N 5
expressed willingness to continue working with staff on the site plan to mitigate placement of the
136
driveway,
137
Ms. McGough addressed the proposed height of the new building in Phase 11, noting that it was
13,8,
six feet (6) taller than existing buildings, and while not anticipating that it would have a huge
139,
impact on current or adjacent structures, recognized neighborhood concerns, and expressed'
140,
willingness to, continue to work with staff acicordingly,
141 Chair Bakeman closed the Public Hearing.
1 IMOTII ON
143 IMembler Gasongo moved, seconded by Member, Boerigter to RECOMMEND APPROVAL
144 OF tlhe REZONING and GENERAL CONCEPT PLANNED UNIT DEVE-LOPMENT (PUD) at
145 2225 —r 2265 Smelling Avenue, as submitted by AEON for Har Mar Apartments, based on,
146 comm ents and findings of Sections 4 - 6, and subject to conditions detailed in Section 7 of
2008* id f.,,
14,7 the Project Report d'ated March 5, 11 a,mendle as ollows
14,8 0 To ad.d PRELIMINARY PLAT APPROVAL recommendation
149 Commissioner Wozniak noted that he was sensitive to concerns related to potential crime in the
150 area; however, opined that he believe that by investing more in the property and having more
15.1 eyes on the property, it may serve to discourage. crime, and encouraged the applicant to work
152 with the City on placement of the structure. and amenities (i.e., clear site lines, open areas,
153 shrubs,, etc.) with an eye toward safety to minimize opportunities for criminal activities,
