Department Approval <br />MEQUEST FOR, COUNCIL ACTION <br />Date: 03/24/08 <br />Item No.: 7.4 <br />City Manager Approval <br />Item Description: Consider Approving a Joint Powers Agreement with the City of Lake Elmo <br />BACKGROUND <br />2 Minnesota State Statute 471.59 authorizes political subdivisions of the State to enter into joint powers <br />1) <br />15 agreements UPa) for the joint exercise of powers that are common to each. Over the past several <br />44 months, the City of Lake Elmo and the City of Roseville have held on-going discussions in regards to <br />5 the sharing of information technology support services. <br />7 The City of Roseville currently employs six full-time employees and one part-time employee to administer <br />the City's information systems. The City maintains joint powers agreements with eighteen (18) <br />municipalities and public agencies to provide similar support. The proposed JPa with the City of Lake <br />Elmo is similar to the other Agreements in both structure and substance. <br />2 In an effort to ensure adequate information technology support, the City of Lake Elmo wishes to engage <br />the City of Roseville in ajoint powers agreement. Staff believes that the City of Roseville can provide <br />�Z the technical support desired by the City of Lake Elmo without compromising services to Roseville. <br />5 <br />The attached JPa has been approved by the City of Lake Elmo and is awaiting approval from the Roseville <br />7 City Council. <br />POLICY OBJECTIVE <br />Joint Powers Agreements are consistent with the goals and strategies identified in the Imagine Roseville <br />20 2025 initiative, which called for the establishment of collaborate partnerships and alternative funding <br />2 mechanisms. <br />22 FINANCIAL IMPACTS <br />2 Both the existing and proposed JPa provide non-tax revenues to support City operations. The hourly <br />2,4 rates charged to other cities are approximately twice the total cost of the City employee (yet substantially <br />25 lower than could be obtained from private companies - hence the value to other cities is greater) . <br />2 Ci, <br />27 The City of Lake Elmo will pay Roseville $16,570 annually, an amount which will be adjusted for <br />28 inflation and other cost factors in the future.
