IJSkSPaC+E
NEQUEST FOR, COUNCIL ACTION
Date: 3/24/08
It No.: 7.g
Department Approval City Manager Approval
Item Description: LAW ENFORCEMENT MUTUAL AID AGREEMENT
BACKGROUND
2 Law enforcement agencies recognize there are circumstances where the assistance of other governmental units is
1)
15' important in effectively and efficiently maintaining the peace and apprehension of criminals. Therefore, law
44 enforcement agencies are desirous of having their peace officers extend their services beyond respective jurisdictions
5 for the purpose of providing assistance and enforcing the laws in agreed-upon situations. Law enforcement agencies
believe the establishment of a procedure whereby a party to an agreement may provide to another party, personnel or
7 equipment, in order to address law enforcement issues that one agency may not be able to effectively and efficiently
8 address alone, would be of great benefit to the public health, safety, and welfare of citizens. Parties to the Agreement
are not identified in the attached Agreement (Attachment A) due to the projected future addition of law enforcement
agencies entering into this Agreement, which could potentially cause continual revision of the Agreement, thereby
impeding the efficiency and effectiveness of the purpose of the Agreement.
2 POLICY OBJECTIVE
The purpose of the Agreement is to provide law enforcement assistance to the parties to this Agreement in
Z circumstances where such assistance would enable a party to more effectively and efficiently deal with a situation
5 involving public safety other than the sole use of its own law enforcement agency. Examples of such situations
include, but are not limited to, the following: (1) concentrated alcohol patrols, (2) planned events or gatherings of
7 citizens which are reasonably expected to draw a large crowd, (3) and the enforcement of traffic laws. The intent of
8 this Agreement is to enable the parties to make equipment, personnel, and other resources available to another party
of this Agreement, for the purposes set forth in this paragraph.
20 FINANCIAL IMPACTS,
2 None. Each law enforcement agency will be responsible for its own personnel and equipment.
22 STAFF RECOMMENDATION
2 its mission of continually striving to ensure the health, safety, and welfare of the community.
2,4 REQUESTED COUNCIL ACTION
25 Allow the Roseville Police Department to enter into the terms of this Agreement; thereby, allowing the police
2 department to further its mission of continually striving to ensure the health, safety, and welfare of the community.
27
Prepared by: Sergeant Rick Wahtera
Attachments: A: Mutual Aid Agreement
Page I of I
