HI <br />A. Application Conference.- Upon filing of an application for a PUD, the applicant of the <br />proposed PUD shall arrange for and attend a conference with the city planner. The <br />primary purpose of the conference shall be to provide the applicant with an opportunity to <br />gather information and obtain guidance as to the general suitability of applicant's <br />proposal for the area for which it is proposed and its conformity to the provisions of this <br />chapter before incurring substantial expense in the preparation of plans, surveys and other <br />data. (Ord. 1082, 1-14-1991; amd. 1995 Code) <br />B. Sketch Plan.- The sketch plan provides an opportunity for an applicant to submit an <br />informal plan to the city showing the applicant's basic intent and general nature of the <br />development. The sketch plan is optional and is intended to provide feedback from the <br />planning commission before the applicant incurs substantial cost in the preparation of <br />formal plans. The sketch plan shall be considered a partial, incomplete application prior <br />to formal submittal of the complete application and scheduling of hearings. <br />C. Open House: Prior to submitting an application for General Concept Plan or PUD <br />Amendment approval, an applicant shall hold an open house meeting with residents <br />and property owners in the vicinity of the project location. <br />1. Purpose: To provide a convenient forum for engaging community members in <br />the development process, to describe the proposal in detail, and to answer questions <br />and solicit feedback. <br />2. Timing: The open house shall be held not more than thirty (30) days prior to the <br />submission of an application for General Concept Plan or PUD Amendment <br />approval and shall be held on a weekday evening beginning between 6:00 p.m. and <br />7:00 p.m. and ending by 10:00 p.m. <br />3. Location: The open house shall be held at a location in or near the neighborhood <br />affected by the proposed development,, and in the case of a development near <br />Roseville' s boundaries) preferably in Roseville. In the event that such a meeting <br />space is not available the applicant shall arrange for the meeting to be held at the <br />City Hall Campus. <br />4. Invitations: The applicant shall prepare a printed invitation indentifying the <br />date, time, place, and purpose of the open house and shall mail the invitation to the <br />recipients in a list prepared and provided in electronic format by Community <br />Development Department staff. The recipients will include property owners within <br />five hundred feet (500') of the project property,, members of the Planning <br />Commission and City Council, and other community members that have registered <br />to receive the invitations. <br />5. Summary: A written summary of the open house shall be submitted as a <br />necessary component of an application for General Concept Plan and PUD <br />Amendment approval. <br />Q D. General Concept Plan.- The purpose of a general development concept plan is to formally <br />present a planned unit development and preliminary plat application in a public hearing <br />before the planning commission as set forth in chapter 108 of this code. The plan shall <br />include the following.- <br />1. Overall maximum PUD density range. <br />2. General location of major streets and pedestrianways. <br />
