N <br />ATTACHMENT A <br />Manager Reviewed,*. <br />10 Item Msicriptiow Gold Eagle Building Addition <br />11 <br />12 <br />DATE: 06/18/07 <br />ITEM NO.: I O.k <br />Agenda Section: <br />Backgriound: The moiler of Gold Eagle at 1233 Larpenteur Avenue is seeking a building permit for an <br />addition to their existing building, which was constructed in 1961. <br />This building, is located in the 5,22 acre Gottfried Pit subwatiershed, a land- locked basin, owned and operated <br />by Ramsey County,, Discharge from, Gottfried Pit is currently controlled by two pumps with a combined <br />,capacity of approximately 7 cfs. There is a constructed berm around the pit, enabling the water to rise to an <br />elevation hi <br />,gflier than surrounding properties. Due to this berm, the 100- yr high water elevation of Gottfried <br />Pit. i's 9119,26., <br />The City's Comprehensive Surface Water Management Plan (CSWM.P), developed in 1990 and. updated in <br />210,03, has specific policies regarding the low floor elevations (LFE) of buildings in sub watersheds. This plan <br />is adopted as a part of the, Comprehensive Plan. and referenced in City code 10 1 6.26B2. Specifically, Section <br />3 of the WMP,, includes the following policies.- <br />Policy 2, <br />I y 1.31 — Freeboard requirements <br />All new structures are required to be constructed so that the 'low floor elevation is at least 2 feet above <br />the peak water surface elevation for the critical I 00-year recurrence interval precipitation event and at <br />least I foot above the surveyed overflow elevation of any immediately adjacent surface waterbody, <br />wetland or stormwater basin. <br />Policy 1.4 — Freeboard requirements rements for land-locked areas <br />Where structures, are proposed below the overflow elevation for a land-locked basin, the low-floor <br />elevation is to be. kept at a minimum of 2 feet above the peak water elevation as determined from the <br />highest of either the I 00-year, I 0-day event or back-to-back I 00-year, 2.4-hour rainfalls <br />Policy 1.8 — Vulnerable area emergency response plan <br />Areas where 100-year flood protection is not possibile will be identified and emergency response <br />plans will be developed for those areas. <br />In reviewing Gold Eagle"s building addition request,, we have determined that this building does not meet <br />policy 1.3 or 1 A of the CSWMP. The existing and proposed LFE on the building is 912.6. In order to meet <br />the, building elevation would have to be at 921.26, which is 13.26 feet above the <br />the, freeboard requirements, I <br />curb,, and 8.16,6 feet above the existing building elevation. Additionally, all of the existing buildings in <br />Roseville He that are located along Larpenteur Avenue between, Fern"rood and the Pit are lower than the I 00-yr <br />high water elevation, and therefore do not. ineet the freeboard requirements in the CSWMP. <br />47 Further,, we do not believe that Gottfried Pit elevation is the most critical to Gold Eagle's building elevation. <br />The more critical elevation for this property is the flooding elevation of the low point. just. to the east of <br />4,9 Gottfried Pit near the intersection at Fernwood and Larpenteur. This low point is hydraulically linked to the <br />50 Pit and frequently floods during rain events. Causes of flooding in Larpenteur can be attributed to multiple <br />
