Staff Recommendatl'on <br />2 GiNlen the uniClUe circumstances of this SUbwatershed, we conclude that the I 00-year flood protection is not <br />possible for the properties located along Lai-penteur Avenue between Fernwood and Gottfried Pit under <br />4 existing conditions. We also, conclude that there is not a feasible engineering solution available at this time to <br />5 enable these properties to ii-ieet the CSWMP freeboard policy. Since the CSW acknowledges that it is not <br />6 akvays possible to meet the freeboard policies, we recommend that we develop a vulnerable area emergency <br />7 response plan for this site in order to allow this building additi.on to be constructed. This plan- should include <br />8 the following conditions: <br />101 Program the SCAD,A phone dialer on the Gottfried, Pit lift station to 'Include the phone number of the <br />property owner,, so that when the elevation of Gottfried Pit reaches 908, they will be notified of potential. <br />street flooding. <br />The building additi"on, shall be constructed no lower than 913.6. two feet above the elevation of the <br />Fernwood low point after the 4.5 inch 9 hour storm elv,ent on June .4 <br />The vulnerable area emergency response plan be filed against the property, and contain language <br />indemnifying the City should a rain event occur that causes the street flooding to damage any portion of <br />his building or private, property. <br />Council Actilon Requested: <br />Motion. to direct staff to develop a vulnerable area emergency response plan, in order to issue a building <br />permit at 123,3 Larpenteur Avenue. <br />
