1.7 The revised ordinance (Attachment A) has the following substantive changes from the March 3, <br />2008 draft: <br />7 <br />1.7.1 A definition of unit" has been added that is a little different than suggested by <br />Councilmember Roe, Please review, <br />440 <br />44 <br />1.7.2 Section 907,05(2) was rewritten in order to simplify the language, Please review, <br />42 <br />1) <br />1.7.3 907.07 has been considerably revised, The listing of violations that may lead to <br />44 Z the revocation or suspension of the rental registration was moved into 907.07 <br />44 5 (from 907.09 in the previous draft), The "appropriate action" language was <br />44 stricken in order to remove any ambiguity regarding what it is. Also, the <br />44 7 previous ordinance had the three strikes concept that could lead to registration <br />44 suspension or revocation. That has been removed and the ordinance now allows <br />44 the City to suspend/revoke the license after on one violation. It is staff's opinion <br />50 that there may be such egregious violations of laws, codes, or ordinances that the <br />5 City will need to take action after the first violation, <br />52 2.0 POLICY OBJECTIVE <br />5 `31' <br />5,4 2.1 The adoption of the rental registration is consistent with findings of the Citizens Advisory Group <br />55 on Rental Housing and Imagine Roseville 2025 Housing Goals with the development of more <br />5 Ci, stringent codes for rental properties of four or fewer units. (Goal 6.C.2) <br />57 3.0 FINANCIAL IMPACTS <br />3.1 At the August 20, 2007, City Council meeting it was stated that fees collected as part of the <br />registration would generate about $25,000 in revenue with the anticipated cost of implementing the <br />program was estimated to be about $50,000. However, these figures anticipated larger staff costs <br />2 due to the requirement of interior inspections. As this is no longer the case, staff anticipates most <br />("JJ3 of the time needed to implement and manage the rental registration program cost will be able to be <br />absorbed by existing staff. Start up costs for the creation, printing, and mailing of rental <br />5 registration forms are not expected to cost more than $5,000.00, with annual costs of about <br />$29500.00. <br />Cii 7 3.2 Staff anticipates that revenue will be lower than projected. Depending on what fee is charged for <br />rental registration and how many units will be registered, staff is estimating that between $12,500 <br />to $20,000 can be generated. <br />70 4.0 STAFF RECOMMENDATION <br />7 <br />72 4.1 Staff recommend adoption of the rental registration ordinance as contained in Attachment A and <br />7 `31' the adoption of the rental registration ordinance summary in Attachment B. <br />7,4 <br />75 5.0 REQUESTED COUNCIL ACTION <br />7 Ci, <br />
