Department Approval <br />l <br />REQUEST FOR COUNCIL ACTION <br />FVj a t e.- 08/11/08 <br />Ftem No..- 7.41 <br />City Manager Approval <br />Item Description.- Consider Approving an Agreement for Accounting Services with the City of <br />Lake Elmo <br />1 BACKGROUND <br />2 One of the Goals and Strategies identified during the Imagine Roseville 2025 (IR2025), process was to <br />3 encourage cooperative efforts among regional governments and to foster public-private initiatives. IR2025 <br />4 also encouraged City Staff to pursue alternative funding sources. Consistent with that strategy; the City has <br />5 enacted over a dozen cooperative agreements in the areas of information technology support, and <br />6 engineering over the past few years. <br />"7 <br />,i <br />Recently, the City of Lake Elmo contacted City Staff to inquire whether the City of Roseville was <br />9 interested inDroviding Dart time accountina-related services- The Citv of Lake Elmo desires to have a <br />certain level of accounting expertise overseeing their core accounting functions. They concluded that they <br />could not obtain that level of expertise on their own, and would prefer to contract with another municipality <br />'12 rather than a private firm. <br />13 <br />14 Earlier this year, the City Council received the Finance Department's Strategic Plan which identified the <br />following long-term goal.- <br />1 ❖ Pursue partnership opportunities with other govern� ental agencies and explore public1private <br />1 initiatives <br />19 <br />Z,,:-) A joint effort with the City of Lake Elmo for accounting-related services would further this goal and the <br />2 i broader IR2025 goals. <br />22 <br />23 The City of Roseville currently employs seven full time equivalent employees in the finance and <br />24 accounting division. Within this division, a number of small operational efficiencies have been created in <br />25 the past couple of years that should allow the City of Roseville to provide limited services to the City of <br />26 Lake Elmo. Based on discussions with Lake Elmo officials,, the City is prepared to provide approximately <br />27 30 hours per month at a rate of $,50-80 per hour depending on the level of duties. This billing rate <br />2,,,i represents 1.5 times the current wage and benefit rate for the applicable staff. <br />29 <br />3o The attached Agreement has been approved by the City of Lake Elmo and is awaiting approval from the <br />3 i Roseville City Council.
