lls1Spvq+-J
REQUEST FOR COUNCIL ACTION
Department Approval
Date.- 08/11/08
Item No..- 7.f
City Manager Approval
Item Description.- Resolution to Approve 2008 Apportionment of Assessments
BACKGROUND
Whenever the legal description of property changes, it is necessary to reassign levied
assessments remaining on the property to the proper frontage or area of the lot or lots. This is
called "Reapportionment of Assessments."' This typically happens when a property is
subdivided or an easement is recorded on the property. The City Council must approve all
reapportionments.
Until 1 993, each reapportionment was done with a separate Council Action request and
Resolution. The need to process separate reapportionments was very costly and time consuming.
In the past, there have been as many as 30 reapportionments in a single year. By adopting one
resolution authorizing the Public Works Director to reapportion the assessments, we are saving
the City time and money.
14 POLICY OBJECTIVE
1 The City Council must approve the reapportionment of levied assessments. The engineering
16 staff does the calculations to reapportion the assessments and processes all support
1 7 documentation for each request.
19 STAFF RECOMMENDATION
Z,,:-) This system has been used for the last ten years and has worked well. It is the staff
2 i recommendation to continue this action in 2008.
22 REQUESTED COUNCIL ACTION
23 Approval of a resolution authorizing the Public Works Director to reapportion assessments in
24 2008.
W
Prepared by: Donna Koontz, Department Assistant
Page I of I
