2009 — 2018 Capital Improvement Plan <br />Administration and Finance <br />The 2009-2018 Administration and Finance Capital Improvement Plan (CIP) has been developed <br />in an effort to identify and address the capital purchases necessary to support the City's <br />Administrative and Finance functions. The CIP was developed with consideration to the <br />Imagine Roseville 2025 process, as well as required practices prescribed by the State of <br />Minnesota and Ramsey County, and general governmental best practices. <br />The Administration Department carries out the City Council's policies and administers City <br />business. Administration staff makes personnel policy decisions and ensures that all laws and <br />ordinances are enforced. The Administration staff conducts studies and makes recommendations <br />for Council consideration, provides information to residents, oversees elections and directs the <br />City's solid waste and recycling programs. The department has 5.75 FTE and three part-time <br />employees who assist with taping Council and Commission meetings. <br />The Finance Department is comprised of three divisions that include; Finance & Accounting, <br />Information Technology, and the License Center. The Department is led by the Director of <br />Finance,, who oversees departmental strategic planning and is responsible for all departmental <br />activities. Divisional managers oversee day-to-day operations and report directly to the Director. <br />The Department includes 24 full-time and 6 part-time employees. <br />The Finance & Accounting Division includes 7 full-time employees who perform the following <br />functions.- <br />❖ Accounting, auditing, and financial reporting <br />❖ Budgeting and capital planning <br />❖ Treasury and investment portfolio management <br />❖ Debt management <br />❖ Risk management <br />❖ Utility billing <br />❖ Business licensing <br />The -Information Technology (IT) Division includes 6 full-time and I part-time employee who <br />are responsible for the planning, implementation, and support of citywide information systems. <br />Through business partnerships with other governmental jurisdictions, the IT Division also <br />provides services to the regional area which allows the City to realize a greater return on IT <br />investments. <br />-Y <br />The City's License (.,enter includes I I full-time and 5 part-time employees that serve the general <br />public as a MN Department of Public Safety Deputy offering State auto, drivers, and DNR <br />licenses.
