<<CIT'Y— CAF —ROSEVILLE—LIQUOR—LICENSE—HOLDER)) <br />April 2, 2008 <br />Page 2 <br />The Roseville Police Department has worked with City alcoholic beverage licensees to promote <br />training for both servers and managers to prevent sales of alcohol to underage persons, and to <br />prevent other violations of the Liquor Control Ordinance. The program is offered free of charge <br />to licensees. It satisfies the requirement of providing server training. If the establishment takes <br />part in this program, the penalties applicable to liquor violations are less severe than to those <br />establishments that do not take part in the program. <br />You can obtain information regarding the program by contacting Sgt. Matt Marshall at the <br />Roseville Police Department. All of your employees must complete the approved server training <br />and training completion documentation for each seller/server must be sent to the Roseville Police <br />Department for inclusion in the training file. Those documents must be received by <br />Friday, ME 2, 2008. Remember, in order to validly be taking part in this training program and <br />have it affect penalties your establishment might receive in the event of a violation of law, it <br />must be approved in advance by the Roseville Police Department, and all training documentation <br />must be provided to the Roseville Police Department. <br />The mandatory minimum Penalty for the sale of alcoholic beveraus to und <br />individuals for on-�sale license holders who do not participate in the Optional Manager and <br />Server Training Program are a $500.00 fine and a one-�day suspension for a first violation. <br />For a second violation within 36 months,, a mandatory minimum penalty is a $,500.00 fine and a <br />three-day suspension. For on-sale license holders who participate in the Optional Manager and <br />Server Training Program, the penalty for a first violation is a warning letter. The penalty for a <br />second violation within 36 months is a $,500.00 fine and a one-day suspension. <br />For off-�sale license holders who do not participate in the Optional Manner and Server <br />Trainins! Prosmam, the mandatory minimum enalty for a first violation is a $500.00 fine. <br />For a second violation within 36 months,, the mandatory minimum penalty is a $,500.00 fine and <br />a three-day suspension. For off-sale license holders who participate in the Optional Manager and <br />Server Training Program, the license holder will be given a warning letter for a first violation. <br />For a second violation within 36 months,, the mandatory minimum penalty is a $,500.00 fine. <br />These penalties are civil in nature. Please be aware criminal penalties may also be imposed for <br />violations of the Liquor Control Ordinance. <br />The City of Roseville and the Roseville Police Department believes training is the essential <br />component which insures that licensed alcoholic beverage sellers comply with the law. That is <br />why lesser penalties exist for violations by license holders who take part in the Optional <br />Manager and Server Training Program. Please be advised that in order for the lesser penalties to <br />apply, the license holder must prove the person who sold or served the alcohol had received City <br />approved alcohol beverage server training within the previous year. <br />
