I A Department Approval l REQUEST FOR COUNCIL ACTION Date.- 11/24/08 Item No..- 13.a City Manager Approval Item Description.- Continued Discussion Regarding the 2009 Tax Levy & Budget I BACKGROUND 2 Over the past several months the City Council has met numerous times to discuss the 2009 Tax Levy and 3 Budget. Most recently on November 17, 2008 the Council approved a couple of reductions from the 4 preliminary 2009 Tax Levy and Budget which was adopted back on September 15, 2008. Based on the discussion on November 17th, it is clear that a majority of the Council has a desire to reduce the preliminary 6 levy by some amount. In an effort to keep the Council informed during a changing budget landscape, Staff "7 has compiled the following information.- 9 A summary the tax levy and budget changes that have been made to date A list of potential service impacts A summary of the estimated taxpayer impacts 12 13 Each of these areas is discussed further below. 14 15 Tax Levy & Budget Chan 16 The 2009 Preliminary Tax Levy was adopted on September 15, 2008 in the amount of $,14,095,580. To I 7 date,, the City Council has made the following reductions by formal Council action.- 19 1) $, 100,000 for the Park Master Plan 20 2) $,40,000 for computer replacements 2 1 22 The adjusted levy amount is now $,13,955,580. In both instances, a majority of the Council seemed 23 generally agreeable to funding these items through sources other than the property tax levy. 24 25 Service Impacts 26 The service impacts related to the reductions shown above were discussed at the November 17th meeting. 27 However,, the Council is reminded that the 2009 Preliminary Levy already carried a number of expected 2, service impacts. These impacts were highlighted in the budget-related Staff Report dated September 15, 29 2008, as well as the City Manager Recommended Budget dated August 11, 2008. 30 Page I of 3
