I A <br />Department Approval <br />l <br />REQUEST FOR COUNCIL ACTION <br />Date.- 11/24/08 <br />Item No..- 13.a <br />City Manager Approval <br />Item Description.- Continued Discussion Regarding the 2009 Tax Levy & Budget <br />I BACKGROUND <br />2 Over the past several months the City Council has met numerous times to discuss the 2009 Tax Levy and <br />3 Budget. Most recently on November 17, 2008 the Council approved a couple of reductions from the <br />4 preliminary 2009 Tax Levy and Budget which was adopted back on September 15, 2008. Based on the <br />discussion on November 17th, it is clear that a majority of the Council has a desire to reduce the preliminary <br />6 levy by some amount. In an effort to keep the Council informed during a changing budget landscape, Staff <br />"7 has compiled the following information.- <br />9 A summary the tax levy and budget changes that have been made to date <br />A list of potential service impacts <br />A summary of the estimated taxpayer impacts <br />12 <br />13 Each of these areas is discussed further below. <br />14 <br />15 Tax Levy & Budget Chan <br />16 The 2009 Preliminary Tax Levy was adopted on September 15, 2008 in the amount of $,14,095,580. To <br />I 7 date,, the City Council has made the following reductions by formal Council action.- <br />19 1) $, 100,000 for the Park Master Plan <br />20 2) $,40,000 for computer replacements <br />2 1 <br />22 The adjusted levy amount is now $,13,955,580. In both instances, a majority of the Council seemed <br />23 generally agreeable to funding these items through sources other than the property tax levy. <br />24 <br />25 Service Impacts <br />26 The service impacts related to the reductions shown above were discussed at the November 17th meeting. <br />27 However,, the Council is reminded that the 2009 Preliminary Levy already carried a number of expected <br />2, service impacts. These impacts were highlighted in the budget-related Staff Report dated September 15, <br />29 2008, as well as the City Manager Recommended Budget dated August 11, 2008. <br />30 <br />Page I of 3 <br />
