3 1 3 Police Administrative Fines / False Alarm Fees
A number of fee increases for Police Administrative fines and false alarm fees are proposed. The cost of
35 regulating and/or responding to these particular activities has increased, necessitating a higher fee. Absent
36 fee increases charged to individuals, general taxpayers will have to bear the burden.
J 17
38 Fire Safety & CPR / AEI Training
3 One of the goals of IR2025 was to develop a program to provide fire safety, CPR/AED, and fire
'41"), extinguisher training to Roseville citizens and businesses. The proposed fees will offset the associated
"'I 1 salaries, benefits, and training materials.
,"12
Z4 , 3 Off` Sal Liquor License
Z z; as on a recent review of the City's regulatory costs associated with off` sal liquor licenses, an increase
44, 5 is warranted. $300 is the maximum amount allowed under State Law.
,"17 Assessment Searches
Assessments: We are required to keep records of all assessments for City Projects. On occasion we will be
,4,) asked to perform searches which can take 2 to 3 hours of staff time. Staff also maintains a list of deferred
5() and pending assessments. These fees are proposed to offset staff time for these inquiries.
51
52 Construction Noise Variance
53 Construction Noise Variance: City Code Section 405.03 HOURLY RESTRICTIONS OF CERTAIN
54 OPERATIONS which permits construction activities to occur between the hours of seven o'clock (7:00)
55 A. 4, and ten o'clock (10:00) P.M. on any weekday, or between the hours of nine o'clock (9:00) A. 4, and
56 nine o'clock (9:00) P.M. on any weekend or legal holidays. A variance to this section of code requires a
57 Public Hearing before the City Council, per code section 405.04. This fee is to cover the public hearing
58 notice, mailing costs, and staff time to process the request.
5
60 Street Patching Fee
6"i This fee is collected when a single family residential property applies for a utility permit where the
62 contractor excavates within the street. This only applies for existing homes performing repair work on
63 utilities. Not new construction. The proposed fee is $600 without a curb, and $1,000 without a curb.
641
65 PUD Escrow Fee
66 PUD escrow will be collected at the time of initial application. Actual staff time will be billed against the
67 escrow. If the staff time exceeds the amount of the escrow, the applicant will be required to deposit
68 additional funds. After project completion, any remaining escrow will be returned to the applicant.
Subdivision Escrow Fee
Similar to the PUD. A subdivision escrow will be collected if an escrow is not required for other portions
of the project.
Other building permit-related fees are scheduled to be adjusted as well as noted in the attached Fee
Schedule.
76 POLICY OBJECTIVE
77 Adopting an annual fee schedule is consistent with governmental best practices and ensures that the City 9 s
78 regulatory functions are properly funded.
