Department Approval: <br />MEQUEST FOR, COUNCIL ACTION <br />Date: 11/17/08 <br />Item No.: 12.c <br />City Manager Approval: <br />Item Description: Consider Authorization to Issue a Request for Proposals (RFP) for an update of the <br />Parks and Recreation System Master Plan <br />re I WL, <br />2 As a result of the Imagine Roseville 2025 process and subsequent follow-up by the City Council and <br />1 3 the Parks and Recreation Commission, a desired priority is to engage in and guide a parks and <br />A� recreation system master plan update. The process has been continuing and the next step is to issue a <br />5 request for proposals (RFP) for assistance to guide and implement that process. Included in your packet <br />6 is an RFP document that would solicit proposals from qualified firms on the cost and approach. <br />7 The RFP has been reviewed and recommended by the Parks and Recreation Commission. General <br />8 timing of the process is outlined in the RFP, but subject to adjustments as progress is made. <br />Staff will be prepared to answer any questions you may have at your meeting. <br />POLICY OBJECTIVE <br />1� 1 To be proactive in planning and to solicit citizen/committee input and discussion into projects and <br />1� 2 planning efforts is consistent with the processes currently outlined in the Parks and Recreation Systems <br />1� , 3 Plan and by the City of Roseville. <br />1� 1111 It is also consistent with the City's efforts as outlined in the Imagine Roseville 2025 goals and priorities to <br />1 5 maintain, improve and protect the parks and recreation system and continue to meet the needs and wishes <br />1� 6 of the community in the short term and the long term. <br />1 ' FINANCIAL IMPACTS <br />1 f . n August 1 8th, 2008 the City Manger recommended that the remaining 2008 Imagine Roseville 2025 <br />1 allocation of $40,000 be directed towards the parks and recreation system master planning effort. In <br />2() addition, the City Manager has recommended in his 2009 budget that an additional $ 100,000 be <br />2 1 allocated to this effort.. dollar amount has not been provided in the RFP and will be sorted out as the <br />22 proposals are submitted and the pre award discussion takes place regarding the costs and approach. <br />23 Other financial arrangements may be able to be discussed. <br />24 STAFF RECOMMENDATION <br />25 Staff recommends that the City issue the attached Request for Proposals (RFP) for planning services to <br />26 guide and implement a Parks and Recreation System plan update. <br />ZZOMIN <br />
