Request for Proposal for Consulting Services Parks and Recreation System Master Plan Update City of Roseville, Minnesota October 27, 2008 The City of Roseville invites qualified park planning firms to submit a proposal, including a fee schedule, for consulting services to prepare a comprehensive master/system plan update for Roseville Parks and Recreation. The updated Parks and Recreation System Master Plan must: I Establish a clear vision for the Roseville park, recreation, open space, cultural, historical, preservation, public art, trail and bikeway systems to meet current and future community needs 2. Establish a detailed implementation program for achieving the plan's vision including developing individual park concept Master Plans, recommending construction phases, estimate the annual costs as well as outline potential funding sources 3. Establish documented capital funding priorities for improvements and acquisitions to the Parks and Recreation System 4. Establish documented programming priorities for the Parks and Recreation System 5. Evaluate existing Park and Recreation System features, amenities and services related to peer communities and accepted national standards to identify problems and potentials 6. Identify the Parks and Recreation System needs, desires and 'interests of the community today and in the future based on anticipated demographic, economic and sociologic changes 7. Establish documented policies and priorities for preserving and restoring existing natural features and amenities for the benefit of the community as a whole Parks and Recreation Mission Statement and Promise The following mission statement and community promise should serve as an overall guide for undertaking the park master plan update. • Parks and Recreation Mission Statement Roseville Parks and recreation is organized to benefit all citizens of Roseville; to plan, develop, promote and supervise a variety of recreational activities and facilities of sufficient quantity and quality to meet community preference and needs and to preserve and enhance the natural resources of the community. • Community Promise As citizens and customers you deserve the best possible service, programs and facilities.
