Request for Proposal for Consulting Services <br />Parks and Recreation System Master Plan Update <br />City of Roseville, Minnesota <br />October 27, 2008 <br />The City of Roseville invites qualified park planning firms to submit a proposal, including a fee <br />schedule, for consulting services to prepare a comprehensive master/system plan update for <br />Roseville Parks and Recreation. The updated Parks and Recreation System Master Plan must: <br />I Establish a clear vision for the Roseville park, recreation, open space, cultural, historical, <br />preservation, public art, trail and bikeway systems to meet current and future community <br />needs <br />2. Establish a detailed implementation program for achieving the plan's vision including <br />developing individual park concept Master Plans, recommending construction phases, <br />estimate the annual costs as well as outline potential funding sources <br />3. Establish documented capital funding priorities for improvements and acquisitions to the <br />Parks and Recreation System <br />4. Establish documented programming priorities for the Parks and Recreation System <br />5. Evaluate existing Park and Recreation System features, amenities and services related to <br />peer communities and accepted national standards to identify problems and potentials <br />6. Identify the Parks and Recreation System needs, desires and 'interests of the community <br />today and in the future based on anticipated demographic, economic and sociologic <br />changes <br />7. Establish documented policies and priorities for preserving and restoring existing natural <br />features and amenities for the benefit of the community as a whole <br />Parks and Recreation Mission Statement and Promise <br />The following mission statement and community promise should serve as an overall guide for <br />undertaking the park master plan update. <br />• Parks and Recreation Mission Statement <br />Roseville Parks and recreation is organized to benefit all citizens of Roseville; to plan, <br />develop, promote and supervise a variety of recreational activities and facilities of <br />sufficient quantity and quality to meet community preference and needs and to preserve <br />and enhance the natural resources of the community. <br />• Community Promise <br />As citizens and customers you deserve the best possible service, programs and facilities. <br />We, the Roseville Parks and Recreation staff, promise to do everything possible to <br />cheerfully and respectfully serve you by providing clean, safe facilities; enjoyable, safe <br />programs; and timely and effective service, which includes, listening and responding to <br />your suggestions and concerns. <br />Page I of 15 <br />
