Department Approval <br />I� P q <br />,644*j �11 <br />MEQUEST FOR, COUNCIL ACTION <br />Date: 11-17-2008 <br />Item No.: 13.a <br />City Manager Approval <br />Item Description: Report to City Council reg,arding, Code Enforcement activities in 2008 and <br />recommendations for 2009 <br />1� BACKGROUND <br />2 In the spring of 2008 City Council approved certain ordinance changes and directed Community <br />1 3 Development Department staff to implement procedural changes and programs in an effort to enhance <br />41 Roseville's Code Enforcement program. Specifically, the Council: <br />5 Approved an ordinance establishing escalating administrative fines and requiring mandatory <br />6 payment of administrative fines. <br />7 0 Approved a motion authorizing shortened timeframes for correcting public nuisance violations. <br />0 Approved a motion authorizing additional educational efforts be made in-order to better inform <br />the public about common public nuisance violations. <br />0 Approved a resolution authorizing staff to issue court citations through November 1, 2008. <br />0 Approved a one-year trial Neighborhood Enhancement Program. <br />1� 2 0 Approved a motion authorizing the Community Development Department to hire a seasonal <br />1 intern to assist with code enforcement activities and the Neighborhood Enhancement Program. <br />1 1111 Council directed Community Development Department staff to report back to Council in the fall of <br />1� 5 2008 with the impact and results of these changes and enhancements. <br />1�6 POLICY OBJECTIVE <br />1� 7 The City goals within the Comprehensive Plan are to protect and improve property values (Goal 3, 49 <br />and 5; page 6 and, Section 3) and to adhere to performance standards which protect the integrity of the <br />1 housing units and the neighborhood (Policy 6, page 8, Section 3) . <br />20 STAFF RECOMMENDATION <br />2 1� Generally speaking, staff has found the changes made earlier in the year have led to more effective and <br />22 efficient code enforcement. <br />23 Staff will provide Council with a PowerPoint Presentation describing the enhancements implemented <br />2,4 to-date as well as the impact and results of these efforts. <br />MMOMA <br />
