IJS�kSPaC+E <br />NEQUEST FOR, COUNCIL ACTION <br />Department Approval <br />Date: 11/10/08 <br />Item No.: 5.a <br />City Manager Approval <br />Item Description: Recognize Josh Chamberland, Eagle Scout Candidate, for work on the <br />Bennett Lake Shoreline Restoration Project <br />2 The City of Roseville recently completed an exciting partnership project with Prince of Peace <br />1 3 Lutheran Church and the Ramsey Conservation District (RCD) to protect the water quality of <br />41 Bennett Lake. Runoff from the parking lot and slope adjacent to Prince of Peace Church had <br />5 been washing down the hill into Central Park, over the years this developed into an erosion issue <br />6 that washed sediment into Bennett Lake. The shoreline of Bennett Lake has also experienced <br />7 significant sloughing, causing damage to the lower path. <br />The first phase was done on the church property. The RCD worked with Prince of Peace to make <br />changes to the way their runoff was handled. The improvements included construction of two <br />1 rain gardens and filling the erosion gully that has formed between the upper and lower pathways. <br />1 � Volunteers from the Church made the improvements in late summer and will maintain these new <br />1 2 features. <br />1 The second phase was a shoreline restoration project for the portion of Bennett Lake located <br />1 1111 adjacent to the Prince of Peace improvements. The plan was developed by RCD and City staff <br />1� 5 coordinated its implementation. The work was completed by Scout members, family and friends <br />1� 6 and the Minnesota Conservations Corps, a non-profit organization. <br />1� 7 In the Spring, Dwayne Stenlund, PWETC commissioner, asked if we had any projects that an <br />1 f Eagle Scout candidate could help us out with. He put me in touch with Josh ;hamb rland. Josh. <br />1 lead this first part of this project, he put together a work plan to complete the project, organizing <br />2('-), tools, food, water, and breaks. He spent hours working through the logistics for the project, <br />2 1� visiting the site, looking over the plans, working out how we would accomplish the work. <br />22 During the two Saturdays that the work was completed, he coordinated the volunteers and <br />23 provided supervision. His volunteers completed the first part of the project; removal of <br />2,1 buckthorn on the slope between the upper and lower pathways west of the waterfall and the <br />25 construction of a wave wall to protect the shoreline. <br />26 This work was completed in August on two separate Saturdays. On the first day, 30 volunteers <br />27 worked for almost 8 hours removing the buckthorn on the slope between the two pathways. The <br />28 buckthorn was laid out and allowed to dry for three weeks. On the second Saturday, the <br />2 volunteers worked for 5 hours, constructing a wave wall along the shoreline out of buckthorn to <br />MMOMIN <br />
