4i In short, the law, passed in the 19150s, and changed many times throughout <br />the years, alims to pre vent public bodies from dissolving into executive <br />sessions on important but perhaps controversial 'issues. <br />5. As, a result of these purposes,, the courts liberally construe the language of <br />the statute �in favor of public acicess and against closure whenever such. <br />issues artse. <br />Ai. the law applies to all meetings of the County board and, in general, meetings of <br />its committees and sub-committees. <br />1. The board meets at it offices/riegular place for the transaction of business. <br />A majority of the board constitutes a, quorum, Minn. Stat. § 375.08, <br />a,. "Gathermg" has been redefined. in light o-f new technology. A <br />1997 amendment to the Open Meeting Law resulted in the <br />authorization of board member's attendance at meetings by the use <br />of interactive television under the following criteria (See 13D.02)r- <br />At least one member of the body must be physically present <br />at the regular meeting location. <br />All members, ofthe body participating in the meeting must <br />be able to hear and see one. another and hear and see. all <br />discussion and testimony at any location at which at least <br />one member is priesient. <br />Members of the public present at the regular meeting <br />location must be able to hear and see all discussi*on and <br />testimony and aH votes of members of the body. <br />Each location at which a member of the body is present <br />must be open and accessible. to the public. <br />K <br />
