Department Approval <br />*00P'q644*j �11 <br />MEQUEST FOR, COUNCIL ACTION <br />Date: 11/10/08 <br />Item No.: 12.c <br />City Manager Approval <br />Item Description: Authorization to conduct environmental investigation and appraisal work for <br />property located at 2785 Fairview Ave. <br />1� 1.0 BACKGROUND <br />1.1 The property owners of 2785 Fairview (Hagen Ventures LLQ have approached the City to <br />inquire whether the City would like to purchase their property. The future Twin Lakes <br />5 Parkway, as officially mapped, is located on a portion of the property at 2785 Fairview. Since <br />6 at least a portion of this property would need to be purchased to allow for the construction of <br />7 Twin Lakes Parkway, staff feels that is appropriate to consider the matter. A Phase I <br />environmental review is currently underway and will be completed shortly. <br />1.2 In order to fully understand the nature of potential contamination on the property, the City needs <br />to perform the environmental investigation of the property. The City is receiving proposals <br />from several firms to perform the following environmental reviews: <br />1 2 <br />1 o Phase 11 Environmental Site Assessment = $15,000 (4 weeks) <br />1 < This investigation will continue the work of the Phase 1, collecting and analyzing soil and <br />1� 5 groundwater samples to analyze for quantitative values of various contaminants. This <br />1� 6 investigation is normally undertaken when a Phase I determines a likelihood of site <br />1� 7 contamination. The cost of the Phase 11 investigation is dependant on the findings of the <br />1 f Phase I and can range from $8,000-25,000. <br />1� o re eek <br />P -Demolition survey = $6,000 (4 ws- can run concurrent with other investigations) <br />2 Staff recommends that we complete a pre-demolition survey to identify hazardous materials <br />2 1 within the buildings themselves. This will help the City better understand the potential clean <br />22 up costs on the property. <br />23 1.3 Braun Intertec is currently performing the geotechnical and environmental investigation work <br />241 for the Twin Lakes AUAR Subarea I Infrastructure Improvements. The City will be able to <br />25 utilize any information gained from their work on this site to reduce the cost of the additional <br />26 Phase 11 site investigation. <br />27 1.4 These costs are estimates. The real costs may be higher or lower depending on the type and <br />ZZOMIN <br />
