7 WHEREAS,, the Developer is willing to purchase property, within the Project Area such 5 1 76 property being legally described in the attached Exhibit A (the "Redevelopment Property") and 77 to develop the Redevelopment Property; '10,4 78 WHEREAS, the fee owner of the Redevelopment :property bas placed various conctitions 79 on the sale of the Redevelopment Property to the Developer which 'if not fulfilled will terminate 80 the sale and delay redevelopment,- 81 WHEREAS, consistent with the Tax Increment Plan, the City has determined in 82 the P . ast and continues to be willing, to provide financial and other assistance in accordance with 83 the Act and in the best interests :of the City in order to achieve the development goals for the 84 development of Twin Lakes including the Redevelopment Property; 85 WHEREAS, the Seller's land is necessary to the complet 'ion of the .redevelop ment of the 86 Project Area and the acquisition of such land has been and Continues to be for a public purpose; 87 WHEREAS, in farther pursuit of the public goal of redevelopment, the City has agreed to 88 use its power of eminent domain to the extent authorized by law to acquire such land as may be 89 necessary to complete the Redevelopment Project and convey the lands so acquired to a qualified 90 the developer, including the Redevelopment Property, 91 NOW, THEREFORE, BE IT RESOLVED by the City of Roseville as follows: 4� 92 1 The City determines that the acquisition of the Redevelopment Property will serve 93 a public purpose. 94 2. The City does hereby find that it is reasonable, necessary, proper and convenient, 95 and in the interest of the public health, safety, convenience and general welfare, to 96 acquire fee title to such lands are necessary to develop the Redevelopment 97 PrODertv as part of the Twin Lakes Project.
