lls1Spvq+-J� <br />REQUEST FOR COUNCIL ACTION <br />Date.- June 30,, 2008 <br />Item No..- 13.a <br />Department Approval City Manager Approval <br />4 <br />•+ <br />Item Description.- Consider a Community Survey to Gauge Public Opinion on City Services <br />1 BACKGROUND <br />2 The City Council has discussed the purpose and value of conducting a citizen survey at several <br />3 meetings. During City Manager Bill Malinen's job evaluation, the Council identified <br />4 establishing a performance management program as one of his goals for 008... critical <br />5 component of an effective performance management program is a community survey. <br />6 <br />"7 Throughout the Imagine Roseville 2025 process several groups advocated getting more <br />information about the community's wants and needs. The Council acknowledged the need for a <br />9 citizen survey, including it among its Imagine Roseville short term goals. <br />1('-) <br />Essentially, a community survey is a performance measurement tool that identifies the residents' <br />12 perspective on our services and the community quality of life, and provides benchmarks so that <br />13 the City knows what it is doing well and where it needs improvements. As a part of the overall <br />14 performance management program,, the community survey performance measures can guide the <br />City in making adjustments to programs and resource allocation and measure improvements. <br />16 This in turn helps us assure excellent customer service that is responsive to the needs and wants <br />17 of the citizenry. <br />19 City staff researched several research companies. In addition, City Manager Malinen had <br />Z,,:-) experience with NCS in a previous job. National Citizen Survey (NCS) offered the best product, <br />2 i both in price and depth of questions. IBC takes approximately 18 weeks from signing a contract <br />22 to complete a survey. <br />23 <br />24 An additional benefit of using the NCS is that we can easily compare our results to hundreds of <br />25 other communities from across the country, creating further opportunities to assess performance <br />26 and improve it. <br />27 POLICY OBJECTIVES <br />28 To give the City Council and staff a better understanding of the wants and needs of the <br />29 community; <br />Page I of 2 <br />
