111;�&SEVIH+_J <br />91 <br />Request for Council Action <br />Date.* December 3. 2007 <br />Item Number: I Lh <br />The City Council and staff gather information and feedback in a variety of ways to help them <br />ri <br />make decisions about programs, services and long-term planning to meet community needs. <br />These include general feedback, call logs, commissions, and task forces, community meetings, <br />newsletters, websitc, mailings and Council meetings, among other tools. <br />The information tools provide valuable insight, but each tolol has limitations, and aver time their <br />effectiveness and relevance can be diminished. To continue realizing the value of citizen input <br />achieved, in prior years, new measures to gauge the public's interests must be used. <br />Staff have detennined that a void exists with the City's ability to measure a collective and <br />representative Opn on the types of services that are in demand, as well as the publl%,-,.',,---, <br />willin 1 ► 9 <br />,gness to pay, for those, services. Also lacking "s the ablility to gauge -the public's interest in <br />new ventures or opportunities. <br />Based upon this evaluation, Staff has concluded that a communily survey will best meet the v61d <br />that exists. They further reco,i=end contracting with National Citizen Survey to conduct the <br />�survey. <br />i <br />A survey allows a City to measure service performance, benchmark quality, assess community <br />needs,, make short- and long-range strategic plans, evaluate community characteristics and <br />provide essential information about the community. <br />A survey helps, a City to identify where service impirovements are needed and it can help policy <br />makers, to allocate scarce resources in the most responsive mamier. <br />In March 2007, the Imagine Roseville 2025 Steering Committee made a presentation to the City <br />Council. One of their main, points made during their final presentation to the Council was that th <br />City should conduct a, survey to better understand thie wants and needs of the con-imunity. I <br />In 210105 City staff reviewed proposals from several survey companies. Staff recommended that if <br />the City did conduct a survey, the National Citizen Survey (NCS) would best meet the City"s - <br />
