MEMORANDUM <br />6 5 June 1,10, 2,008 <br />6(31 <br />Mayor Klausing, Councilmembers, Staff' <br />6) From: Dian Roe <br />Subject: Proposed Special Election Ordinance, Changes <br />13 <br />" I <br />1 5 Following on the discussions during the recent appointment process to fill the vacancy that <br />resulted from the passing of Tom Kough, I have developed the attached draft ordinance to <br />11 than our special. election provisions. <br />The primary purpose of the draft ordinance is to broaden the use of special elections to cover any <br />sc type of,vacancy, rather than the current limitation to cases where a councilmember assumes an <br />81 incompatible office, <br />i The second purpose is to specify the tiny in of when -a special election would occur. <br />,34 <br />5 As to the tirning 'issue, I have expressed previously, and I believe, that we should not have 2 <br />36 elections overlapping with. each other. If we can hold a special, election prior to the beginning of <br />8 1317 thie process of a scheduled election, that is preferable to me.
